Background

The overall concept of decentralized municipalities and municipal councils is still new in the Kingdom of Bahrain. Municipalities require capacity building in order to be able to meet the demands of local communities.  The overall objective of this project is to support the Kingdom in strengthening the capacity of the five Municipalities at the Municipal Council and Executive levels to assist their development plans and improve the services for the well-being of the citizens.  The project will also address and improve the relationship and interaction between the Municipal Councils, the Executive Bodies and the Citizens to contribute to building common visions, enhancing the local development process and facilitating dialogue and partnerships.  In the lead up to the third elections in October 2010, it is necessary to consolidate and review the current situation and enable the decentralized system to develop and move forward.The consultant required for this project must be highly competent in building capacity in Government Municipalities and will develop a Project Document to carry out the required municipal capacity building activities.

Duties and Responsibilities

  • Review the draft Project Document
  • Meet with all key stakeholders, the Ministry of Municipalities and Agricultural Affairs (MoMAA), five Municipal Councils, five Executive Bodies of Municipalities and UNDP Country Office to highlight their capacity development needs in the following areas: Coordination and planning; Technical and management capacity; Processes and procedures; Orientation and induction manual and training; Public awareness campaign leading up to 2010 elections
  • Meet with line Ministries that interact with Municipalities such as Health, Education, Works, etc…
  • Discuss all projects related to decentralization with the Ministry and Councils; Meet with and discuss the newly formed Coordination Council” which is a go-between player between the Ministries and  all Municipal Councils
  • Identify capacity development needs for the five Municipalities in areas such as: Coordination and planning; Technical and management capacity; Administrative Processes and procedures
  • Analyze all relevant Ministry and Municipality documents and legislation as well as taking into consideration the Kingdom’s Economic Vision 2030 and the National Economic Strategy
  • Highlight the concepts of community development and participatory approach mechanisms as well as Monitoring and Evaluation tools
  • Present the complete Project Document as per UNDP format with the capacity gaps analysis

Competencies

  • Has at least ten years work experience in municipal development
  • Has at least ten years experience in working in developed and developing countries with specific experience in the Arab / Gulf regions being an added benefit
  • Competent knowledge of both Arabic and English is essential
  • Must maintain confidentiality

Required Skills and Experience

  • Holds Advance University degree in areas such as public administration, local development, Strategic Management and Capacity Building
