Background

The Paris Pact Initiative is well established as a key international partnership for countering the traffic in and consumption of opiates originating in West Asia. Phase I: UNODC project number GLOI05) produced a consultative framework and piloted an automated donor assistance mechanism (ADAM). Phase II continued the benefits of the first phase as well as strengthened analytical capacity in priority locations, brought ADAM to technical maturity and, together with the Rainbow Strategy, provided evidence for partner countries on which to base policy. Building on these accomplishments, Phase III will deliver more focused evidence for action, identify and recommend targeted interventions for mitigating the trafficking and consumption of West Asian opiates, enhance further the coordination of technical assistance, and, establish an infrastructure for mutual support, cooperation and development between the Paris Pact, the Rainbow Strategy and future related programmes. The Paris Pact Initiative is well established as a key international partnership for countering the traffic in and consumption of opiates originating in West Asia.
