Background

In Sudan, UNDP provides programme and operational services to the United Nations, civil society organizations, governments, and donors. Through its fund management service, UNDP is the lead agency in administering pooled funding from various donors, providing operational support for programme resource management, and providing finance, accounting, and legal services across the country.
 
The fund management services respond to country-level demands and adhere to the Secretary General's UN reform plan, which places UNDP in a central position to coordinate and provide coherence to all United Nations activities in the country.

UNDP is fund management services are also in line with the strategic goals of the Multi-Year Funding Framework 2004-2007 and UNDP Sudan CPAP 2009-2012. The fund management services delivered by UNDP help mitigate the risks and effects of crisis situations, enabling the country to advance toward the achievement of the Millennium Development Goals (MDGs).

Duties and Responsibilities

Ensure that pre-awarded on-site financial reviews are completed for each proposed sub-grant, paying particular attention to: record keeping and documentation; procurement policies and procedures; inventory management (if applicable); capacity assessment of organizations.

Organizes training including ad-hoc workshop and refresh course to partners on compliance of UNDP, administrative and financial and programmatic regulations. Production of guidelines and any other tutorials. Responsible of coordinating the establishment and update of web-site.

  • Assist the Head of Unit in the implementation of financial and contractual mechanisms designed for the Country Office according to UNDP best practices related to Special and Trust Funds Management;  
  • Supervises and assesses performance of staff under his/her direct responsibility, provides necessary coaching and leadership to ensure quality and efficient client-focused services are delivered;  
  • Promotes a results client oriented business culture within the unit;  
  • Proposes an annual strategic training plan for the enhancement of UNDP capacity building of national and international partners;  
  • Prepares financial transactions, and contractual documents to be submitted for the approval of the Head of Unit while ensuring timely monitoring and evaluation reviews as well as internal and external auditing including reporting to donors and Government counterparts where applicable;  
  • Supports and coordinate with the Head of Unit the preparation of key substantive reports and analyses required for the planning, management, financial monitoring of resources utilized under the funds managed;
  • Provides periodic presentations and information to key stakeholders on programme implementation, results achieved, lessons-learned and other relevant information required;
  • Monitors and takes proactive measures to systematically ensure the FMU compliance with corporate policies and guidelines as well as the provisions of frameworks regulating the management of entrusted funds, cost sharing agreements, joint programming and or basket funding;
  • Ensures adequate and timely support is provided to the implementing partners (UN Agencies, PA bodies and NGOs) in the elaboration of progress reports, financial planning, annual work plans and activities.

Required Skills and Experience

Education:
  • Masters degree in Social Science, Business Administration, Public Administration. 

Experience:

  • Minimum 5 years of relevant work experience, within a governmental, multilateral, civil society organization or INGO, Donors in a multi-cultural setting. The incumbent must have 3 or more years of progressive responsibilities in fund management or programme/project management and working experience in post-post conflict areas is an advantage.

Language Requirement:

  • Fluency in English. Knowledge of Arabic language is a desirable asset.
