Background

UNDP operates under a decentralize business model, where procurement is delegated to its 165 Country Offices who are responsible to manage procurement within the established procurement policies, process and procedures.

The Procurement Support Office (PSO), based in UNDP Headquarter, provides the overall direction and guidance for UNDP’s procurement activities. PSO is primarily responsible for UNDP procurement policy, processes and systems.

The Roadmap builds on the UNDP procurement strategy document entitled “Procurement for Results 2009-2011” which promotes accountable, professional and transparent procurement and outlines a series of organizational and strategic initiatives aimed to the successful implementation of this strategy in the next biennium.

The Roadmap is divided in two sections: Procurement Operations and Strategic Initiatives. Procurement Operations outlines the activities of the various Procurement Support Units and the direction in which they are heading during the 2009-2011 period. The Strategic Initiatives focuses on outlining ways in which procurement in UNDP can be strengthened through the introduction of best practice in key areas including Risk Management, Responding to Crisis, Green and Sustainable Procurement or Capacity Building.

Duties and Responsibilities

Deliverables

The different projects and deliverables of the Roadmap have been developed according to the UNDP Procurement Strategy “Procurement for Results 2009-2011”. Under the supervision of PSO, the contractor will be required to undertake the following task:

A) Support in the writing, editing and completion of the Roadmap:

  • Work closely with Procurement Support Office New York-Copenhagen to finalize the text of the Roadmap.
  • Provide writing and editorial service giving internal consistency, coherence and a sense of unity to the Roadmap and ensuring that there is a logic flow among the ideas and initiatives contained in the document.
  • Prepare and submit to PSO a draft version for comments. 
  • Incorporate PSO comments and develop a final version.

B) Develop Business cases for projects contain in the Roadmap:

  • Work closely with PSO New York – Copenhagen to finalize the business cases.
  • Develop a draft business case for each project of the Roadmap.
  • Submit the draft to PSO procurement focal point for comments.
  • Incorporate PSO comments and develop a final version.

C) Review UNDP procurement templates, forms and contracts

  • Review and update the procurement templates ensuring consistency and completeness of the standard documents

Assignment Duration and Schedule

The duration of the assignment will be 6 months from the contract award. Selected candidates expected to be available from beginning of January 2010.

Required Skills and Experience

Required Qualifications

  • Master degree in Business and Administration, Communications, Economics or other relevant fields
  • Excellent writing skills in English
  • Experience in producing corporate products
  • Excellent skills in policy review and formulation
  • Demonstrated understanding of procurement and basic legal
  • Previous experience of working with UNDP would be highly desirable
  • Knowledge of UN terms, language and style
  • Strong interpersonal skills, able to communicate and work in team
  • Demonstrated ability to meet deadlines and work under pressure
