Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context


The project “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) is designed to make disaster risk reduction a normal part of the development process established in core functions of government and its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters.  The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in Indonesia - one of the most disaster prone countries in the world.

It is intended to attain four key outputs: 1) establishment of a disaster risk reduction policy, legal and regulatory framework, 2) establishment and strengthening of institutional systems that support decentralized disaster risk reduction integrated with local level development, 3) education and awareness programs established and strengthened to make development/disaster linkages understood and 4) the demonstration of disaster risk reduction initiatives that make communities safer.

The implementation of this project is undertaken through National Development Planning Agency (BAPPENAS) in close partnership with the National Disaster Management Coordination Agency (BNPB) and Ministry of Home Affairs (MOHA).  Strategic partnerships will be established with other relevant GOI ministries and agencies and with public and private partners at international, national, provincial, district, sub-district and village levels.  The overall target budget figure for the five-year programme stands at USD $18,000,000 million.

The National Project Coordinator (NPC) for Institutional Capacity Development , responsible for output 2 of SCDRR. the incumbent, in close coordination with other NPCs, reports directly to the National Project Manager (NPM) SCDRR. He/she will be responsible for ensuring the development and implementation of institutional systems that support decentralized disaster risk reduction established, strengthened and integrated with local level development.

Summary of Key Functions:

  1. Planning and implementation of output 2 of SCDRR: institutional capacity development.
  2. Monitoring and evaluation within the scope of institutional system component of the project.
  3. Reporting of the project progress report
1.    Ensures the planning and implementation of output 2 of SCDRR: institutional capacity development for every undertaking in the effort of developing national system for disaster management, focusing on achievement of the following results:
  • Improve the normative framework to implement the prevailing policies on disaster management.
  • Assess the existing institutional capacities (both functional and technical) and identify shortage/gaps between the existing capacity level and the expected capacity level.
  • Facilitate Disaster Management Agencies at both National and sub-national level in developing their capacity development strategy   .
  • In collaboration with the National Programme Coordinator for legal framework, facilitate agencies to implement capacity development strategy  at the policy level of intervention.
  • Facilitate the national DM agency, and selected provincial/district DM agencies in implementing their capacity development strategy at the organizational/institutional level of intervention.
  • In  collaboration with NPC for Public Awareness and education, facilitate agencies in implementing the capacity development activities  at the individual level of intervention 
  • Develop a partnership strategy for DM agencies and strengthen multi-stakeholder partnership arrangements by supporting the establishment of the National Platform on Disaster Risk Reduction.   
  • Provide on-going technical assistance to  Disaster Management agencies and act as a resource person by providing advice for matters related to institutionalcapacity development(?) in the new disaster management paradigm as stipulated in the Law no 24/2007.  
  • Support the strategic development of the project through identification of project opportunities and risks and contribute to the refinement and reformulation of planned project outputs and activities, when necessary.
  • Prepare Terms of Reference (ToR) for required project inputs: (individual / corporate services), and providing quality assurance for services rendered by third party providers.
  • Consolidate and synchronize proposals of project beneficiaries with project annual work plan and targets by reviewing, and providing advice on the appropriateness as well as timeliness of these proposals according to established targets and timeframes.
  • Follow-up and ensure that required inputs are acquired in a timely and accountable manner.
  • Review project resource requirements and provide advice to the Project Manager on the need for budget adjustments and revision.
  • Highlight project best practices and lessons learned to be further captured, collected and disseminated, in compliance with the quality requirements of the implementing agency, UNDP and other donors.
  • Perform other relevant duties as requested by direct supervisor.
2.    Ensure monitoring and evaluation within the scope of institutional system component of the project focusing on achievement of the following results:
  • Monitor project progress against annual and quarterly workplan and budget plans.
  • Monitor and evaluate activities implemented by partners
  • Liaise with the Implementing Agency and UNDP on conducting project evaluation
3.    Ensures the reporting of project progress report focusing on achievement of the following results:
  • Prepare project progress reports (quarterly and annual/financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project.
  • Prepare quarterly and annual work plans for his/her respective project component according to the project output targets and as agreed by project beneficiaries.
  • Prepare final project report, with an analysis of progress towards expected results as defined in the PRODOC and subsequent work plan and budgets. Together with UNDP, organize final project review meeting.

Required Skills and Experience

V. Recruitment Qualifications

Education: 
  
  • Bachelor or Master Degree or equivalent in Planning, Engineering, Public Administration, Political Science, Social Sciences or any other related field.
Experience:   
  • Minimum of 6 years (Bachelor) or 2 years (Master) of relevant experience at the national and international levels in development.
  • Familiarity with Government systems, rules and procedures are essential. 
  • Experience  in working with government agencies (central and local), civil society organizations and international organizations is an asset.
Language Requirements:   
  • Proficiency in spoken and written English is essential. Ability to write reports, make presentation, and provide training in bahasa Indonesia is essential.
