Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Organizational Context


UNDP Indonesia’s support for the achievement of the Millennium Development Goals is realized through a range of programmes. The People-centred Development Programme focuses on poverty reduction through capacity development amongst local government and civil society actors. The programme serves as the UNDP “umbrella” in Papua, providing support and coordination of inputs by other specific programmes and activities, focused on capacity development for policy formulation, basic services delivery, monitoring, and coordination. Related to these are the UNDP’s ongoing activities related to poverty reduction strategies in government, gender mainstreaming, natural resources management, HIV/AIDS and disaster management. A team of advisors and support staff are being mobilized for this programme and will provide advice and support in the development and implementation of strategies to promote a coordinated approach to addressing the various problems related to community development, livelihoods and poverty reduction in Papua as part of the overall measures to develop government and civil society capacities to achieve MDGs. The Community Development (COMDEV) Officer is based in Jayapura - Papua and Manokwari - West Papua with frequent travel to the Districts (Kabupaten) and Sub-districts (Kecamatan) participating in the programme.

The COMDEV Officer  reports to the Programme Coordinator and under his/her guidance and daily supervision and working with Provincial and District government and civil society counterparts, the COMDEV Officer’s responsibilities are to manage the second component of the People-centred Development Programme (Support for implementation of localised approaches to achieve MDG) The key to implementing localized approaches is improved knowledge of how to work effectively with the many diverse local populations in Papua / West Papua, and for improved technical ‘pendampingan’.  ‘Pendampingan’ literally means ‘accompaniment’ and refers variously to technical assistance, extension, support or guidance. An important nuance is the idea of companionship, partnering or a kind of ‘mutual presence’.  The quality of ‘pendampingan’ is critical to the success of any type of activity or intervention in West Papua, and thus improving skills in ‘pendampingan’ is essential for local services and programmes to be in tune with local priorities and cultural norms, in order to be effective in their implementation.

The activities and target outputs are to contribute to progress in MDGs and to lessons learned about locally-effective approaches to basic service delivery, and entails providing technical assistance and grants to support local initiatives that:
  • Test and demonstrate delivery of appropriate livelihood, health and education services in rural areas;
  • Test and demonstrate CSO and government partnerships in piloting appropriate livelihood, health and education services in rural areas;
  • Develop capacities for appropriate  ‘pendampingan teknis’ amongst District level practitioners; and
  • Establish a knowledge base of ‘what works where in Papua’ amongst practitioners and Districts (Kabupaten) and Sub-districts (Kecamatan) Dinas personnel.

Duties and Responsibilities

Summary of Key Functions:


In managing the second component of the People-centred Development Programme the COMDEV Officer in close collaboration with UNV Coordinator and other team members, with the following responsibilities: 
  • Support local government and civil society organisations in developing and implementing demonstrations of appropriate livelihood, health and education services implemented through grant mechanism. 
  • Support civil society organizations and local governments partnerships in piloting appropriate livelihood, health and education services in rural areas.
  • Ensure development of capacities for appropriate  ‘pendampingan teknis’ amongst District level practitioners.
  • Ensure in collaboration with the Knowledge Manager the establishment of a knowledge base of ‘what works where in Papua’ amongst practitioners and Kabupaten Dinas personnel.
1.    Support local government and civil society organisations in developing and implementing demonstrations of appropriate livelihood, health and education services implemented through grant mechanism. Specifically the COMDEV Officer will: 
  • Ensure capacity building and on-the-job support in organizational management, leadership skills, gender analysis, financial management and sustainability, alternative livelihood options, civic education
  • Provide technical advice and support for sustaining productive assets / activities
  • Establish and test mechanism for granting funds and technical assistance
2.    Support civil society organizations and local governments partnerships in piloting appropriate livelihood, health and education services in rural areas. Specifically the COMDEV Officer will:
  • Stimulate and advice in developing partnerships
  • Advice and review proposals and allocation of grants and technical assistance to selected activities / partnerships
3.    Ensure development of capacities for appropriate  ‘pendampingan teknis’ amongst District level practitioners. Specifically the COMDEV Officer will:
  • Establishing District Resource Centres, providing information and extension services for livelihood improvement
  • Setting up appropriate technology for people in remote areas to contact the support facility and/or others for assistance incl. emergency assistance
  • Technical and legal advice for local civil society initiatives - including Adat groups - to strengthen organizational and leadership capacities and skills
4.    Ensure in collaboration with the Knowledge Manager the establishment of a knowledge base of ‘what works where in Papua’ amongst practitioners and Kabupaten Dinas personnel. Specifically the COMDEV Officer will:
  • Support and advice on documentation and dissemination of lessons and recommendations
  • Support and advice on sharing of experience between service providers and planners and elected representatives, through forums, field visits and publications
III. Impact of Results

The People-centred Development Programme is expected to result in positive human development changes in Papua / West Papua, thus the work of the Community Development Officer is critical for local people.  Effective demonstrations of appropriate livelihood, health and education services will have an impact on the effectiveness of the programme and will impact on the image and reputation of UNDP amongst partners and other stakeholders in West Papua.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • Master degree or Bachelor degree (with 6 years working experiences) in anthropology, rural sociology, economics or related discipline
Experience:
  • Minimum of 2 years for Master degree and 6years for Bachelor degree of practical and relevant professional experience in rural development;
  • Experience in a range of issues / themes, such as urban-rural linkages, provision of socio-economic services, poverty reduction programming, gender mainstreaming, project planning and management
  • Strong knowledge of community based economics development and poverty related issues and approaches
  • Understanding of the region, its local religions, cultures and economic conditions, and understanding of current political and economic policies in Indonesia
  • Good participatory skills, including the ability to foster teambuilding and facilitate planning meetings and workshops
  • Working experience in Papua would be an advantage;
  • High skill-level with computers, particularly in the areas of desk-top publishing, databases, and information management technologies;
  • Experience working with cultures of East Indonesa especially Papua, is an advantage.
Language Requirements:   
  • Fluency in both written and spoken English and Bahasa Indonesia
