Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I.    Organizational Context

The Provincial Governance Strengthening Programme (PGSP), supported by UNDP and implemented by the government of Indonesia, has been developed to assist the government of Indonesia to address some of the key challenges associated with decentralization. In 1999, through path-breaking legislations, Indonesia commenced a radical decentralization. Indonesia now is experiencing a new political-administration regime.

As indicated by the term itself, the decentralization has shifted power from the central government to local authorities to develop their own jurisdictions. Two issues, however, remain:

First, along with the shift of power, creation of new jurisdictions -known also as pemekaran daerah- now becomes a new trend. Mostly dominated by creation of new jurisdictions at district level but few at provincial level, the pemekaran certainly has some challenges to respond.

Second, this decentralization has also created confusion over the roles and responsibilities of provincial and districts governments. Now, a clear and definitive role of provincial governance as well as bupati and walikota is seriously challenged.

These issues need to be analytically scrutinized. A research and policy development group, led by the PGSP National Research Team Leader (NRTL), is responsible for conducting researches and policy disseminations in these issues. Research and Policy Development Assistants (RPDAs) are a group designed to support the PGSP NRTL, Policy Unit, and PGSP as a whole. Under the guidance and supervision of PGSP Research Team Leader, RPDAs are responsible for supporting PGSP in achieving the goals.
 

Duties and Responsibilities

Research and Policy Development Assistants will work under supervision of the PGSP National Research Team Leader (NRTL), and overall supervision of PGSP Project Manager. The incumbent shall support all research and advocacy activities within Policy and Advocacy Unit, to develop a socio-economic database system, to conduct a serial policy research to support the government of Indonesia at both national and provincial levels and to produce a serial policy dissemination and dialog in various forms. Specifically the incumbent will:

1.    Provide a comprehensive dataset to support Research and Policy Unit, focusing on achievement of the following results:
  • A comprehensive quantitative and qualitative socio-economic dataset as needed by Research and Policy Development Unit
  • Maintenance of socio-economic database which ensure that information is up to date, correctly recorded and available for the project.
  • External network development
2.    Support the overall team in conducting a series of policy disseminations and dialogs
  • Constructing database on stakeholders network
  • Building the concepts of the disseminations and dialogs
  • Conducting the related technical preparation
  • Documenting the process and results

3.    Supports knowledge building and knowledge sharing, focusing on achievement of the following results:
  • Participation in the trainings for the PGSP staff
  • Sound contributions to knowledge networks and communities of practice.
III.    Impact of Result

The post will contribute to the overall functionality of the Policy and Research Unit PGSP, ensuring that activities supported by PGSP are carried out technically, ethically, timely and with a focus on high quality. Accurate database development strengthens the capacity of PGSP and promotes the image of UN/UNDP as an effective contributor to the development of the country.

Required Skills and Experience

V.    Recruitment Qualifications

Education:   
  • Bachelor degree with strong knowledge in economics and quantitative skills
Experience:
  • 2 years relevant research experience
  • Be knowledgeable about the current decentralization issues of Indonesia
  • Be knowledgeable about the data system of Indonesian Statistics, national government, and regional governments.
  • Be familiar with statistical computer packages, especially statistical program such as STATA and SPSS,
  • Be familiar with word processor computer packages
  • Having interpersonal communication skills and group dynamics
Language Requirements:   
  • Be able to communicate in spoken and written Bahasa Indonesia as well as in English .
