Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Organizational Context

UNDP Indonesia Country Office has a specialized Crisis Prevention and Recovery Unit (CPRU), Governance Unit (GU) and Poverty Reduction Unit (PRU) that has managed and implemented a portfolio of post-crisis recovery initiatives in Indonesia especially in Aceh and Nias .

Crisis Prevention Recovery Unit (CPRU)

UNDP CPRU is supporting Indonesia?s long-term peace and stability through three key focus areas: (1) disaster risk reduction, (2) peace through development (3) disaster recovery. The programme that is being implemented in Aceh and Nias are Disaster Risk Reduction Aceh (DRR-A), Strengthening Sustainability Peace and Development (SSPDA), Aceh Partnership for Economic Development (APED) and Waste Management (TRWMP). The programme above is still coordination under Aceh Emergency Response and Recovery (ERTR) Programme was initiated in the immediate aftermath of the tsunami disaster in Aceh and North Sumatra. The programme is now being extended for another 2 years (until 2010), to enable the programme to address the expansion of Waste Management and Economic Development Activities. The current extension is primarily intended to implement the development of the Tsunami Recovery Waste Management Programme (TRWMP) Phase III, and the Aceh Partnerships for Economic Development (APED) Phase II.

Democratic Governance Unit (GU)

The UNDP GU works to promote democratic governance in Indonesia in three thematic areas: (1) promoting the ?deepening of democracy? through electoral and parliamentary support, (2) supporting decentralization and local governance reform, and (3) promote rights-based legal and justice sector reform. The programme are Aceh Governance Transformation Programme (AGTP), The Nias Islands Transition Project (NITP) and Aceh to Justice Programme (AJP). AGTP is a project implemented under the guidance and direct supervision of the Governor of Aceh, UNDP is partner agency to this project, which is executed according to the ?National Execution? modality agreed between UNDP and the Government of Indonesia. This project includes, among others, provision of Special Advisers who provide policy support to the Provincial Governor, capacity building and technical assistance for the provincial government staff and a fortification programme of support to BKPP (formerly Badan DIKLAT). The same with AGTP, the NITP is designed to address the transition of public sector effort and to assist in strengthening agencies which can complete the rehabilitation and reconstruction work and move towards long-term development. The need to strengthen the Province Government of North Sumatra is especially pressing as the Rehabilitation and Reconstruction Agency for Aceh and North Sumatra (BRR) has closed. The Government of North Sumatra will carry responsibility for the Badan Kesinambungan Rekonstruksi Nias (BKRN) which GOI has created to supervise the completion of reconstruction work on Nias using the funds undisbursed by BRR. NITP will assist the Government of North Sumatra to establish and operate BKRN.
Poverty Reduction Unit (PRU)
This is new programme in Aceh and Nias that during this time the programme supports to advocating for and monitoring Indonesia?s overall progress towards the MDGs, support to achieve the MDGs in Papua, targeted support to MDG 3 to promote gender equality and empowering women, and targeted support to MDG 6 to combat HIV/AIDS, malaria and other diseases.? Currently the activity in Aceh is still indentifing and developing the Human Development Index (HDI) that will be as baseline data to accelearate the development of Aceh.

In term of this Financial monitoring, the post will be responsible to oversee in day to day of financial of the activities and support to programme in Aceh-Nias i.e. Aceh Government Transformation Programme (AGTP), Nias Island Transition Project (NITP), Waste Management (TRWMP), Aceh Partnership for Economic Development (APED), Disaster Risk Reduction Aceh (DRR-A).? Under the guidance of the Monitoring and Evaluation Officer, The Financial Monitoring officer will support the financial monitoring of programme activities and to distill lessons learnt and good practices of value for future programming. The Financial Monitoring Officer specifically will support the UNDP projects in the efficient and proper financial monitoring of programme activities in respect to the budget in the planning, and financial report.

The Financial Monitoring Officer will monitor and evaluate financial information and status to ensure the appropriate and accountable use of project resources to achieve project outputs, using UNDP?s financial monitoring and evaluation tools as main reference to monitor and review financial report against agreed project budgets to ensure validity of expenditure.

The Financial Monitoring Officer supervises the financial reviewer and support staff of the programme unit.

1.?As a member of the UNDP, ensure the strategic direction of the programme focusing of the following result :

  • Collaborate with the program staff and partners to create budget for new project implementation
  • Undertake financial monitoring on activities supported by the project, including activities undertaken by implementing partners, and undertakes troubleshooting and suggest corrective action where necessary;
  • Coordinate with project staff, to produce financial management, audit and financial monitoring outputs from the? project;

2.?Ensure the implementation of monitoring policies and strategies , focusing on achievement of the following results :

  • Collaborate with partners on identifying priority financial monitoring activities;
  • Collaborate with Programme Monitoring & Evaluation Officer in verifying the financial expenditure against progress of output ;
  • Conduct regular meeting and training with programs staff and partners to discuss financial issues problem faced;
  • Based on results of budget planning and financial monitoring, make suggestions to Project Manager/Technical Advisor? and undertake arrangements for provision of technical assistance to implementing partners;
  • Provide access for auditors to project documentation, personnel and institutions involved, and ensure that audit recommendations are complied with and reported to UNDP and Government Partners;

3.?Supports effective management of the monitoring process in the Country Office, focusing on achievement of the following results :

  • Provide technical assistance to program staff in manage financial documentation?
  • Provide technical assistance to the program staff to ensure that? project? implementation processes and procedures are in line with Government of Indonesia,? UNDP, and donor standards
  • Provide technical assistance to the? programme staff for project closure in financial;
  • Conduct financial reviews and field visits as necessary for project implementation to ensure compliance with Government of Indonesia, UNDP and donor standards;
  • Monitoring and review financial report against agreed project budgets to ensure validity of expenditure;
  • To update and maintain project tracking data-based on regular basis;
  • To assist the financial monitoring overall programme activities;

4.?Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results :

  • Contribution to the implementation of Monitoring Knowledge Management and Learning Strategy.
  • Participation in result-oriented monitoring and evaluation training effort in the Country Officer.

III. Impact of Results

The key results have a direct impact on the overall efficiency and effectiveness UNDP projects management.? The Financial Monitoring Officer is undertaken properly and in compliance with UNDP and donor requirements and standards per the agreed schedule, project implementation and processes are undertaken in a transparent and accountable way, in line with UNDP, Government of Indonesia and donor policies and procedures.

Required Skills and Experience

Education:?

  • Bachelor or Master?s Degree in Accounting, Management Business Administration, Economics, or related field.

Experience:?

  • Minimum 6 years for Bachelor and 2 years for Master of relevant experience at the national and provincial levels in development projects;
  • Proven experience in budget analyze and? design, implementation,? financial? monitoring? and financial review of development project activities;
  • Experience in the usage of computers and office software packages;
  • Familiarity of UNDP system, rules and procedures is an advantage;
  • Familiarity of Aceh Provincial/Local Government is an advantage.

Language Requirements:?

  • Proficiency in English language, spoken and written is essential. Capable to make presentations, provide training, etc;
  • Native speaker of Indonesian and understanding of Acehnese is an advantage.
