I. Organizational Context

Food and Agriculture Organization (FAO) is a United Nation agency which provides technical assistance in Indonesia. Currently, FAO is running a project on strengthening quarantine control systems for invasive alien species (IAS) in Indonesia. This project will capitalize on all the resources provided for managing sanitary and phytosanitary activities and enable the border control staff to effectively extend their functions to prevent IAS introductions. Appropriate policy directives (including the formation of an IAS Management Council or Commission and a National IAS Strategy Plan) and robust legislation were viewed as necessary prerequisites for the effective implementation of pre-border, border and post-border measures against IAS introductions. The Government of Indonesia regards the outputs of the project as filling critical technical gaps and has requested FAO to provide short-term expert and consultant services (including contracts with institutions), practically oriented training, items of equipment and supplies related mainly to training and networking that are necessary to reach project objectives.

Duties and Responsibilities

Under the overall supervision and guidance of the FAO Representative in Indonesia, and under the direct technical supervision of the Chief, Plant Protection Service (AGPP) and in close collaboration with the team leader and other consultants and the national project coordinator, the training consultant will be responsible for the following activities:

II. Summary of key functions
  • develop a comprehensive curriculum for training plant quarantine officers on the various aspects of invasive alien plant species prevention and management. Theoretical aspects of the course should include topics on relevant international agreements or conventions, international standards, understanding of determining “invasive” characteristics and basic risk analysis procedures, introduction pathways, basic IAS surveillance and monitoring methodologies for early detection, control and eradication strategies. Emphasis should be placed on applied aspects including sampling and inspection methodologies, risk profiling of imported commodities and baggage and identification of IAS e.g. weed seeds;
  • review and adapt existing materials and guidelines (available inside Indonesia and internationally), and, develop new material as required which could be utilized for training plant quarantine inspectors on IAS. The focus of the training material should be on IAS which were not present in Indonesia and which if introduced into agricultural, forestry and natural ecosystems would have a significant economic and/or environmental impact including biodiversity loss;
  • develop training materials in various formats (manuals, brochures, CDs) on plant IAS which could be introduced into Indonesia (i.e. not already in Indonesia) from abroad on various pathways. The training material shall be in all formats (brochures, booklets, manuals, CDs) which can be used by the “master trainers” in on-going training programs offered by the Plant Quarantine Service to all plant quarantine officers. The training material shall include, wherever possible, mounted and labelled specimens of, for example, seeds of highly invasive alien species which could be introduced on imported commodities from various parts of the world, especially Indonesia’s major trading partners. Where real specimen samples were not available, images of the specimens should be made available in the training manual or poster. The selection of real or virtual specimens to be included in the “resource kits” should be based on an assessment of risk associated with imported commodities (e.g. weed seeds from country X associated with wheat grain imports). Efforts should be made to prepare such resource kits for most, if not all, the currently prohibited weed seeds. Note:   The curriculum and list and format of training material to be prepared shall be reviewed and approved by the team leader and the national project coordinator prior to the workshops;
  • lead, facilitate and train a core group of plant quarantine officers and provide them with the necessary knowledge, skills and the “resource kits” to effectively prevent or minimize the likelihood of IAS introductions;
  • participate in the risk analysis workshop and assist the TCDC risk analysis consultant to conduct the workshop;
  • prepare and submit (in electronic format) a detailed report describing activities undertaken, findings, conclusions, recommendations and all resource material at the end of the mission.

Required Skills and Experience

V. Qualifications

  • An advanced university degree (preferably Ph.D.) in weed science or plant taxonomy. He/she should have extensive experience (teaching/training) in plant taxonomy and/or weed science and should be familiar with plant quarantine systems, relevant international conventions and standards, IAS prevention strategies and management and risk analysis methodologies.
