Background

UNIFEM is the women’s fund at the United Nations. It provides financial and technical assistance to innovative programmes and strategies to foster women’s empowerment and gender equality. Placing the advancement of women’s human rights at the centre of all of its efforts, UNIFEM focuses its activities on four strategic areas:

  • Reducing feminized poverty;
  • Ending violence against women;
  • Reversing the spread of HIV/AIDS among women and girls;
  • Achieving gender equality in democratic governance in times of peace as well as conflict/war.

Duty Statement

Under the overall guidance and direct supervision of the Country Programme Manager, the National Coordinator  is expected to analyze political, social and economic trends and understand the implications of these on migration patterns and women migrant workers in Indonesia. The National Coordinator is responsible for providing technical inputs, managing and coordinating project  activities for the programme  for Empowering Women Migrants in Indonesia.

The National Coordinator will work under the overall supervision of the Regional Advisor/Programme Manager, for the UNIFEM Asia-Pacific and Arab States Regional Programme on Empowering Women Migrant Workers in Asia (based in Bangkok) and the ESEARO Programme Director. supervise and lead programme support staff. The National Programme Officer works in close collaboration with programme staff in other UN agencies. S/he will also work as a part of the team of other coordinators (based in other subregions and countries) guided by the Regional Advisor/Programme Manager on the technical aspects of work. 

Duties and Responsibilities

  • Coordinate, monitor and provide overall technical inputs to the partners for implementation of project activities in Indonesia to ensure the gender and rights based approach of the project
  • Manage and implement project activities to ensure synergy and results
  • Promote the project's conceptual framework among agencies and organisations beyond the project partners for expanded support
  • Manage programme resources and administration to ensure accountability
  • Liase with partner organisations (national/international) on programme implementation
  • Track monitor and evaluate programme results in Indonesia and ensure documentation including timely financial and narrative reporting to UNIFEM Regional office (monthly updates) and six monthly reporting
  • Recruit and monitor project consultants
  • Maintain regular communication and consultation with the Regional Advisor/Programme Manager, Bangkok and other project coordinators under the regional programme for technical exchange of strategies and results
  • Support the Regional Advisor/Programme Manager in developing and implemting the regional/global components for the programme
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
  • Preparation of reports, including donor reports for the programme EWMW
  • Draft project concepts and proposals for the purpose of resource mobilization for the programme EWMW.
  • Office management: Supervise the work of support staff assigned to EWMW projects

Required Skills and Experience

Qualifications Required

Education:

  • Master’s degree in any related field, e.g. women’s studies, development studies, sociology, economics, law, public administration, etc.;

Experience:

  • At least 5 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects.
  • Strong background on gender studies in the Indonesian, regional as well as global context;
  • Ability to write project proposals;
  • Demonstrated project management skills and familiarity with the result-based approach;
  • Excellent command of English, both oral and written; good report writing skills;
  • Good human relations skills, especially the ability to relate with a wide range of partners;
  • Excellent communication skills;
  • Ability to manage multiple-tasks.
  • Strong background on gender studies in the Indonesian, regional as well as global context;
  • Ability to write project proposals;
