Duties and Responsibilities

II.    Duties and Responsibilities

Under the supervision of the UNFPA Representative, the NPO Monitoring & Evaluation undertakes the following substantive duties and responsibilities:

General:


?    Assists in the collection and analysis of data on national socio-economic development plan with specific reference to the population subjects;
?    Assists in the preparation and formulation of the project documents required for the implementation of the Country Programme, including project descriptions, work plans and budgets;
?    Assists in the preparation of periodic progress reports on UNFPA activities;
?    Assists in the evaluation of progress made by on-going projects;
?    Assists in the preparation of the negotiations of the UNFPA Country Programme and its periodic revisions with the Government authorities, representatives of bilateral assistance agencies and regional organizations;
?    Assists in the preparation of regular correspondence with UNFPA headquarters participating and executive agencies, and Government authorities on programme and projects implementation; and
?    Assists in the implementation of the fellowship programmes.

Monitoring and Evaluation:


?    In collaboration with executing agencies, assist in backstopping the implementation of the overall monitoring and evaluation mechanisms in the Country Programme at both activity and output levels.
?    Assist in the dissemination of information about results and ‘lessons learned’ of continuous monitoring exercises.
?    In collaboration with UNPFA programme staff, assist in collecting, analyzing and disseminating the results of evaluations at the end of the 7th Country Programme and assist in ensuring that ‘lessons learned’ are incorporated into the design of the 8th Country Programme.
?    In collaboration with UNPFA programme staff, assist in monitoring and coordinating the implementation of baseline surveys at beginning of the 8th Country Programme.

UN Collaboration:

?    Participates, in consultation with UNFPA Representative, in UN system-wide activities within the Resident Coordinator System.  Such activities include but are not limited to the Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), and theme groups.
?    Participates, in consultation with national counterparts and UN system in the development of CPAP and AWP, in preparatory activities for the UNFPA programme, assists in drafting of related documentation and prepares periodic revisions.
?    Maintains a continuous flow of information with representatives of the Government, multilateral and bilateral donor Agencies and local Government to ensure proper coordination of project formulation, implementation, evaluation and follow-up.
?    Assist in monitoring progress of the implementation of the United Nations Development Assistance Framework (UNDAF), and contribute to the development of the coming UNDAF cycle.

Required Skills and Experience

IV. Recruitment Qualifications:

Academic Requirements:



?    A solid academic background at a post-graduate level (Master’s degree) preferably in Social Sciences with specific knowledge in development activities.

Experience and qualifications:



?    3 years of relevant experience in the formulation, monitoring and/or evaluation of projects/programmes in development activities. 
?    Strong interest in development work, especially the mission of the United Nations Population Fund.
?    Ability to work well under deadline, excellent interpersonal communication skills and negotiation skills.
?    Initiative, sound judgement and demonstrated ability to work harmoniously in a team with staff members of different cultural and educational backgrounds

Languages:



?    Fluency in oral and written English and Bahasa Indonesia.
?    Ability to write clearly and concisely

Computer skills:



?    Proficiency in current office software applications.
?    Experience in handling of web based management systems
