I. Organizational Context

The project “Making Aceh Safer Through Disaster Risk Reduction in Development” (DRR-A) is a  joint Government Indonesia – UNDP project, prepared to support Aceh’s Provincial & District government in their efforts of reducing disaster risk in the area. DRR – A is designed to  make disaster risk reduction a normal part of the local level development process established in core functions of Aceh’s local government and their public and private partners especially in Aceh’s local communities where the most effective and direct actions can be taken to reduce physical, economic, and social vulnerability to disasters.
The project is aimed to produce four key outputs:
•    Output 1: Institutional arrangement and enabling environment established to facilitate participatory and concerted implementation of DRR measures
•    Output 2: Demonstration of gender sensitive projects implemented in selected locations to test and improve measures for reducing risk from natural disasters
•    Output 3: TDMRC-UNSYIAH strengthened to provide science-based information, service and knowledge assistance to the local government and other DRR proponents in implementing their DRR activities.
•    Output 4: DRR public awareness programmes implemented to promote a gender sensitive “Culture of Safety” among the people and  institutions of Aceh

Under National Implementation (NIM) modality, the Project Document was co-signed by the Country Director UNDP Indonesia and Secretary General Ministry of Home Affair ((MOHA). The Director of Disaster Prevention and Management in Public Administration Directorate General (Dirjen PUM) at MOHA was assigned as National Project Director. The MOHA has delegated some of the implementation authority and responsibility to the Governor/Vice Governor of Aceh who will appoint a Provincial Project Director (PPD). At the national level, the National Project Director (NPD) and representatives of National Government comprising of National Disaster Management Agency (BNPB), and Ministry of Development Planning (BAPPENAS), Aceh Government and UNDP will form the Steering Committee of the project. The Steering committee will provide overall policy guidance and oversight to the Project Board, which will be established at the provincial level.

The DRR-A has set up a Steering Committee (SC) Secretariat at Directorate of Disaster Prevention and Management in Dirjen PUM MOHA. The SC Secretariat office will support the NPD to manage project administrative arrangement and programmatic implementation, registration, facilitate SC endorsement and liaison functions with Ministry of Finance (MOF), other directorates/Bureau within MOHA office, SC members and PPD at Project Management Unit (PMU) in Governor of Aceh’s Office.

The incumbent will also be responsible to support the Project Coordination and Implementation Support Unit (PCISU) of SC-DRR hosted in BAPPENAS. The project is an umbrella of national DRR initiative with support from UNDP. PCISU has an extended arm in MOHA to support project implementation and assigned two UNV personnel at the same office with SC Secretariat of DRR-A.  The incumbent will work closely with PCISU to liaise and facilitate the administrative arrangement and implementation of SC-DRR project and play prominent functions to maintain and extend network and effective relationship with key line ministries.


Duties and Responsibilities

II. Functions / Key Results Expected

The Liaison Associate for MOHA will report to Programme Officer CPRU.

1.    Supports Planning and Implementation of Project Coordination and Implementation Support Unit (PCISU) of SC-DRR Secretariat based in MOHA, focusing on achievement of the following results:

•    Provide overall supervision to programmatic, technical and administrative support to SC Secretariat DRR-A and PCISU SC-DRR to achieve project intended output particularly the associate activities to be undertaken by MOHA
•    Prepare and process the required resources and project inputs to achieve project output (MOHA responsibilities) by ensuring that all procurement of goods and services, selection and employment of consultants and contractors, provision and administration of grants are in compliance with Government of Indonesia, UNDP and donor standards.
•    Develop and update a contact list, distributing agendas and minutes of meetings and building and maintaining effective relations with project partners and stakeholders.
•    Prepare and processing project input and resource requirement such as : Terms of Reference (TOR), Contracts,  Letters of Agreements, etc and other inputs (individual and institutional consultancy services, responsible parties, procurement of goods and services, organization of training, meeting, seminars, workshop etc.) through close coordination with MOHA and UNDP CO.

2.    Ensures Reporting, Monitoring and Evaluation focusing on the achievement of the following results

•    Prepare quarterly, annually (substantial and financial) and activities reports for all activities are undertaken through MOHA Office as stipulated on Annual Work Plan (AWP.)                                                                                                                                                                                                                                                                                                                                     
•    Ensure that project implementation and achievement by partners match with project annual work plans and targets in terms of budgets and timeline.
•    Support NPD to undertake the regular monitoring and field visit for project oversight and supervision and ensure that all parties are informed and involved on each visits.
•    Support NPD to organize the regular Steering Committee meeting and ensures that all relevant parties are invited and attended the meeting called by NPD.
•    Ensure that consensus attained from each meeting between MOHA with relevant ministries on project administrative arrangement and programmatic implementation is followed up and processed accordingly in timely manner.


3.    Ensuring Documentation, Communication and Liaison focusing on achievement of the following results:

•    Responsible for ensuring compilation and documentation  of project results documents such as polices and regulations papers, consultants reports, guidelines, Letters of Agreement, memoranda of understanding,  project data-bases, etc are undertaken systematically and properly in close coordination with project support personnel.
•    Maintain strategic communication to all project key partners (MOHA, BAPPENAS, BNPB, Aceh Government, etc) and relevant stakeholders.
•    Liaise closely with Project Management Unit (PMU) in Aceh, PCISU in Jakarta and UNDP Country Office and serve as primary focal points on communication line and processes between MOHA with PMU and UNDP CO.
•    Identify communication bottleneck and challenges among the key partners and provide advices and feedback on impeding situation and responsible to resolve the identified problems.
•    Supervise and manage UNV personnel assigned at MOHA office for SC secretariat DRR-A and PCISU SC-DRR
•    Handle other tasks are assigned at him/her as requested by supervisor

III. Impact of Results

Under the overall guidance of National Project Director (NPD) at MOHA  and supervision of UNDP Programme Officer, the Project Associate assumes responsibility for effective project  delivery for programmatic, financial and administration, and Reporting and Monitoring Evaluation areas of project implementation to ensure that SC secretariat of DRR-A  is functional and operated properly and support to PCISU is provided as required.

Required Skills and Experience

V. Recruitment Qualifications

Education:   
  • A University Degree/Master Degree in Economics, Social Sciences, Business, Public Administration, Communication or other relevant fields.
Experience:   

1.    A minimum of 7 years (Bachelor) and 2 years (Master) professional experience in development project.
2.    Familiarity with Government systems, rules and procedures is essential.
3.    Familiarity with UN systems and/or the UNDP system, rules and procedures is preferable.
4.    Experience in the usage of computers and office software packages, data-based software and ability to handle web-based management system would be an advantage.

Language Requirements:  


  •  Proficiency in English and Indonesian language, spoken and written is essential
