I. Organizational Context


UNDP is assisting the Government of Indonesia in implementing a Decentralization Programme that aims at facilitating the local and provincial governments in implementing decentralized governance.  The Programme has currently three ongoing projects and the Programme Strategy is being formulated to take into account the broad landscape of decentralization in Indonesia, articulates specific roles that UNDP envisions to play and support that UNDP intends to provide, clarifies particular areas to focus, spells out clear strategies in implementing the Programme, and identifies potential projects to be developed under the Program, and includes adequate plan for implementing the Programme (timeframe, human and financial resources, potential partners, etc.). 

Under the guidance and direct supervision of the Decentralization Programme Manager, the Programme Officer is responsible for the management of projects under the Decentralization Programme.  The Programme Officer works in close collaboration with the other programme units, operations, program and project teams to ensure that the activities of the projects are in line with the project plan and budget.

The Programme Officer assists in analyzing trends related to his/her own area of decentralization, formulates, manages and evaluates project activities within his/her portfolio, and provides policy advice services. He or she is in charge of the financial management elements of the projects.

Duties and Responsibilities

The objective of this recruitment is to get temporary replacement during maternity leave of Programme Officer Decentralization.

Summary of key functions:

?    Implementation of decentralization programme strategies, adapts processes and procedures.
?    Support to overall management of the decentralization programme.
?    Support in creation of strategic partnership and implementation of the resource mobilization strategy.
?    Facilitation of knowledge building and management.

1.    Ensures implementation of  decentralization programme strategies focusing on achievement of the following results:

?    Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP; effective application of RBM tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.
?    Analysis and synthesis of proposals on the areas for support and interventions.

2.    Provides effective support to overall management of the decentralization programme focusing on quality control from formulation to implementation of the country programme achieving the  following results:

?    Design and formulation of some parts of CO programme within the area of decentralization, translating UNDP’s priorities into local interventions.
?    Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.
?    Application of conceptual models in support of programme design
?    Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
?    Preparation of inputs for reporting, including donor reporting.

3.    Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

?    Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.


4.    Ensures facilitation of knowledge building and management in the decentralization programme focusing on achievement of the following results:

?    Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
?    Sound contributions to knowledge networks and communities of practice.
?    Organization of training for the operations/ projects staff on programme issues.
?    Professional growth through active learning.


III. Impact of Results

The key results have an impact on the success of country programme on decentralization. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

V. Recruitment Qualifications

Education: 
  
  • Master’s Degree or equivalent in in business administration, public administration, economics, political sciences, social sciences or related field
Experience:   
  • Up to 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. 
  • Knowledge and experience in decentralization and governance issues are an advantage. 
  • Experience in the use of computers and office software packages and handling of web based management systems
Language Requirements:   
  • Fluency in written and spoken English and Indonesian.
