Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Under the overall guidance and supervision of the CSA, but directly supervised by the DCSA, the Radio Operations Support (ROS) will provide support in the implementation of emergency communications systems (ECS) and other operational communications relating to the implementation of safety and security for UN personnel in Indonesia. The ROS is also required to provide timely and accurate, technical input to the CSA and provide support in the development of operating procedures and standards for all security related communications staff and applications, including logical and technical support for the presentation of training, maintenance schedules, security notices and other risk communications products.

The ROS works in close collaboration with the UNDSS-I Operations staff in the Country Office and the FSCOs in the field as required.




Duties and Responsibilities

II. Functions / Key Results Expected

Summary of key functions:
  • Supports the day to day operations of the UNDSS-I Communications Centre (COMCEN) on behalf of the CSA and ensures it is appropriately equipped and functional.
  • Assists in the implementation of emergency and general communications training exercises and operations.
  • Provides support to the CSA in relation to technical communications.
  • Maintains assigned communications equipment and provides technical support to the COMCEN and other UN Radio Rooms as required.
  • Assists in setting up the emergency COMCEN operations room in support of a crises or emergencies.
  • In a support role helps organizes and assist in implement of communications training for UN staff, including crises and emergency response training of the COMSCEN.
  • Helps Identify training requirements for UN staff and provides appropriate support during communications training to UN staff; especially Radio Operators and Users.
  • Provides technical input to the CSA on new and efficient means to undertake effective emergency communications through identifying state-of-the-art equipment, systems and practices.
  • Provides technical support to the logistical issue of procurement, maintenance and repair of communications equipment.
  • Performs the functions of the UNDSS-I Radio Operator in Jakarta.
  • Undertakes other support tasks as directed by the CSA.

  • Liaises and Coordinates; With UN stakeholders, counterparts and technical providers
  • Helps to Assess and provide technical input to the CSA of practical means to enhance and operate effectively.
  • Communicates Information
  •  Drafts security notices, alerts, summaries and updates.
  • Maintains Regular Contacts; Conducts radio checks and drills as assigned.
2. Assists in the implementation of emergency and general communications training exercises and operations, focusing on achievement of the following results:
  • Helps in Developing draft Plans and assists in implementation.
  • Acts as participant and observer in exercises and operations.
3.  Provides technical communications input to the CSA.

4.  Maintains assigned communications equipment and provides technical support to the COMCEN, and other UN Radio Rooms as required.

5.  Assists the OPS Chief during the planning and conduct of emergency COMCEN operations in support of a crisis or emergency, focusing on achievement of the following results:
  •  Operates the COMSCEN in emergencies.
  • Provides input into draft technical SOPs related to communications to ensure effectiveness.
6.  Operates the COMSCEN during emergencies and training exercises, focusing on achievement of the following results:
  • Operates COMSCEN and provides technical input to CSA.
  • Operates with minimal direct supervision.
7. Performs the functions of the UNDSS-I Radio Operator in Jakarta.

8. Undertakes other relevant support tasks as directed by the CSA.


III. Impact of Results


The key results have an impact on the accurate and timely implementation of the overall UN security programme at the country level through the effective and efficient communications of information and instructions, particularly during emergency conditions. 

The functions and associated key results ensure UN policy compliance and practical capabilities throughout the UN environment of Indonesia whilst ensuring the ability to communicate globally as required.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • Secondary education and technical qualification in communications.  University Degree desirable, but it is not a requirement.
Experience:
  • 4 years experience in practical communications implementation, preferably in the military or police context, or related field of work.  Prior experience with the UN system or an international NGO is an advantage.
Language Requirements:   
  • A good working knowledge in English and Indonesian Bahasa languages is essential (written and verbal) with a demonstrated high level of English comprehension and good listening skills

Other Skills/ Requirements:
  • Experience and technical knowledge in the installation, application, programming and maintenance of HF, UHF and VHF radio systems together with satellite telephone systems, internet services and mobile/portable telephone equipment;
  • Experience in diplomatic-type security considered an asset;
  • Knowledge of Indonesian safety codes for the installation and operation of UN utilized communications equipment an asset;
  • Computers skills (MS Word, Excel, Access and PowerPoint);
  • Able and confident to operate in stressful conditions, in difficult and hazardous environments (typically under emergency conditions) with minimal direct supervision.
  • Possession of a valid driver’s license.
  • Ability and readiness to travel throughout Indonesia as required.
  • Physically capable to fulfill the duties and responsibilities above.
