Background

The mission shall be carried out under the overall supervision of the UNDP Electoral Support to Moldova Project office, and in close collaboration with the Chief Technical Advisor to the CEC and the Project Manager. The relevant CEC counterparts should be closely consulted.
 
The specific objectives of the mission of the Expert Trainer  on Strategic and Financial Planning
will be to:
  • In cooperation with the BRIDGE accrediting facilitator and the Electoral Support to Moldova Project office,  prepare and customize the BRIDGE Strategic and Financial Planning Foundational Module Course;
  • In cooperation with the BRIDGE accrediting facilitator conduct the BRIDGE Strategic and Financial Planning Foundational Module Course;
  • Act as a resource person on strategic and financial planning for the Central Election Commission during the training.
The course should be conducted for the selected pool of participants, including CEC members, CEC training department staff and NGO representatives. 
 
The course shall last for not more than 1 week and it should be completed by end of March 2010. The Expert Trainer will have up to one working week for the preparation and customization of the course and one working week for conducting the course. The costs to be covered include: consultancy fees, DSA and travel. The mission will be fully financed by the UNDP Electoral Support to Moldova Project.
 
The Expert should be ready to arrive in Chisinau, Moldova latest 3 working days prior to commencement of the course, and run the one week program by end of March 2010. The exact dates of the course will be set by the “Electoral Support to Moldova” Project, in consultation with the Moldovan CEC and selected facilitators.

Through the “Electoral Support to Moldova” Project, United Nations Development Program is assisting the Central Electoral Commission of Moldova (CEC) in democratic development in Moldova through strengthening of the electoral processes over the electoral cycles up to 2013. 
 
“The Electoral Support to Moldova” Project is seeking an Expert Trainer in strategic and financial planning for Election management bodies to assist in the preparation, customization and conduct of a BRIDGE Strategic and Financial Planning Foundational Module Course, 
 
Specific Activities
 
In light of the above, under the overall supervision of the UNDP Electoral Support to Moldova Project, the Expert will 
  • Assist the BRIDGE Accrediting Facilitator in the preparation and customization of the BRIDGE Strategic and Financial Planning Foundational Module Course;
  • Provide Technical Input for the Conduct of the BRIDGE Strategic and Financial Planning Foundational Module Course;
  •  Act as a resource person on strategic and financial planning for the Central Election Commission during the training
Key deliverables and timetable:
  • BRIDGE Strategic and Financial Planning Foundational Module Course;
  • Course report with recommendations for further training program to be taken.

Required Skills and Experience

  • University Degree in Law, Political Science, Public Administration, International Relations or related discipline; Masters degree – an advantage;
  • Experience of capacity building and training activities; 
  • Experience in the work with Election Management Bodies in the Region;
  • Experience in electoral operational planning and budgeting including procurement;
  • Familiarity with the electoral cycle approach;
  • Previous facilitation or co-facilitation of BRIDGE module on Strategic and Financial Planning an asset;
  • Experience in working with transitional and emerging democracies;
  • Professional experience in strategic and financial planning matters;
  • Computer proficiency, including knowledge of MS Office products (Word, Excel, Powerpoint);
  • Proficiency in written and spoken English;
  • Fluency in Russian and/or Romanian.
