Background
UNIFEM promotes and implements in the oPt, in partnership with the Palestinian Authority, civil society organizations and other UN agencies, a spectrum of programmes and initiatives aimed to combat violence against women, while promoting gender equality and women's empowerment.
Within this framework UNIFEM strongly engages with its partners in the development of human rights-based and gender-sensitive protection standards within national policies and specialized services addressing women victims and survivors of violence, as well as aiming to stop impunity for perpetrators of violence.
Duties and Responsibilities
The Gender Advisor on Security Forces dealing with cases of VAW will carry out her/his tasks and duties under the overall supervision of UNIFEM Head of Office and the direct supervision of UNIFEM Women's Human Rights Unit project manager and in close coordination with the assigned Unit staff.
All contacts with UNIFEM partners will be arranged through UNIFEM. Within the above-defined framework, the short-term consultant will be responsible for the following main duties and responsibilities:
1. Draft specific human-rights based and gender sensitive guidelines and procedures for Security Forces to investigate and respond to cases of violence against women, with particular regard to family violence. The corpus of guidelines and procedures addressing violence against women shall tackle, without being limited to, the following essential topics:
- First approach to the victim who decided to report;
- Duties of first officer receiving the report;
- Recording incidents of violence against women / family violence;
- How Security Forces investigate violence against women / family violence;
- Duties of investigating officer;
- How Security Forces deal with the people involved in family violence (the victim(s), children, the offender(s), other family members, community members, police employees who are victims or offenders);
- Medical/psychological examination;
- The victim's statement;
- Victims' referral (the role of referral in breaking the cycle of violence; formal and informal referral, referral of children);
- Assistance to victims during court proceedings;
- Preventive measures to and prosecution of perpetrators (criminal options, civil options);
- Monitoring Security Forces response and investigation in cases of violence against women / family violence.
2. Submit and present to UNIFEM the draft of the specific guidelines and incorporate final comments, if any, as agreed.
- Advise UNIFEM on any other specific issue to be taken into consideration while drafting the corpus of guidelines;
- Provide recommendations on how to integrate the specific guidelines and procedures addressing violence against women in the corpus of investigation procedures already existing and/or in the process of being endorsed;
- Develop pilot mechanism to monitor and evaluate application of the developed human-rights based and gender-sensitive guidelines of the corpus of specific guidelines/code of practice and procedures;
- Draft and submit to UNIFEM follow up recommendations;
- Draft and submit to UNIFEM end-of-mission report.
Deliverables:
1. Specific guidelines/code of practice and procedures for Security Forces to investigate and respond to cases of violence against women, with particular regard to family violence.
2. Pilot monitoring and evaluation system of the corpus of specific guidelines / code of practice and procedures, to ensure adherence to human rights standards and implementation of a gender-sensitive approach.
Competencies
- Senior experience as gender / gender-based violence advisor, trainer of trainers;
- Excellent knowledge of Justice and Security systems; knowledge and experience of non-western / middle-eastern Justice and Security systems, especially in relation to violence against women, is an asset;
- Excellent intercultural communication and diplomatic skills;
- Flexibility, ability to work efficiently under pressure and within tight time-frames;
- Excellent writing skills.
Required Skills and Experience
Education:
- Academic background in fields related to the assignment (psychology, criminology, gender, etc);
Experience:
- Minimum 5 years of international advisory work in the fields of gender mainstreaming related to Justice and Security systems, capacity building of Security Forces in response to violence against women;
Language requirements:
- Fluency in written and spoken English.
