Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

UNDP Indonesia has been providing support to strengthen the capacity of the Ministry of Health as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria grants in Indonesia since 2008.
 
This UNDP Indonesia’s support aims to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for AIDS, TB and Malaria. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in fund management and financial reporting oversight, as well as provide capacity development services to national institutions, sub-recipients and other related stakeholders.
 
UNDP is providing capacity development services to the PR in the areas of financial management and reporting oversight, procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants.


Duties and Responsibilities

1.     Ensures implementation of procurement and logistics strategies focusing on achievement of the following results:
  • Full compliance of procurement and logistics activities with UN/UNDP rules, regulations, policies and strategies, and/or GOI rules of Keppres 80/2003.
  • Provision of inputs to the CO Procurement business processes mapping and elaboration of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.
2. Supports procurement and logistics processes for project office (NEX/DEX projects) and at the request of the Implementing Partner focusing on achievement of the following results:
  • Provision of inputs to preparation of procurement plans for the project office.
  • Support to of procurement processes of the project office including preparation of Request for Tender or Request For Proposals, documents, receipt of quotations, bids or proposals, their preliminary evaluation with referring to the required rules/regulations.
  • Preparation of Purchase Orders and contracts within the project office, maintenance of the filing system in the procurement area within the project office.
  • Implementation of the internal control system which ensures that procurement processes are duly conducted and in line with required rules/regulations.
  • Assist the project office and/or Implementing Partners in the area of procurement.
  • Assist the Implementing Partner to prepare documentations needed for conducting any tender/bidding process within the project office, to ensure compliance with the Govt Rules/Regulations.
3.   Ensures proper control of Project Assetsfocusing on achievement of the following result:
  • Preparation of inventory reports.
  • Implementation of Inventory and physical verification check-up in the CO and projects.
  • Update of the data of suppliers/vendors within the project team.
4. Ensures provision of logistical services focusing on achievement of the following results:
  • Purchase of tickets and PO preparation; arrangement of shipments; vehicle maintenance organization; conference facilities arrangements.
  • Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys.
5. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Prepare material for the training of procurement needed by the Responsible Partners and/or Implementing Partners
  • Participation in the trainings for the operations/ projects staff on Procurement.
  • Sound contributions to knowledge networks and communities of practice.

III. Impact of Results

The key results have an impact on the execution of the CO procurement services management in terms of quality and accuracy of work completed. Accurate data entry, presentation of information and client-oriented approach enhances UNDP capability in provision of procurement services.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • University Degree in Business or Public Administration with specialized training in procurement would be desirable.

Experience:

  • Minimum 4 years of relevant experience in procurement and/or logistics is required at the national or international level. Experience with the UNDP/UN Procurement Rules/Regulations, Govt. Rules/Regulations of Keppres 80/2003. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of internet explorer systems.

Language requirements:

  • Fluency in the UN and national language of the duty station.
