Background

Applications are invited from suitably qualified and experienced candidates for the position of  Technical Advisor/Consultant with the United Nations Development Fund for Women (UNIFEM) to be based in Mozambique. The position is for 60 days staggered throughout 2007. 

Duties and Responsibilities

  • Advise the ministry on operationalising and institutionalising national gender budgets and coming up with concrete outputs (gender sensitive national budgets call circulars, proposals and guidelines, Gender Budgets Statements, models and tools for budget tracking etc).
  • Provide technical support to the Ministry of Interior to cost budget required to deal with Violence Against Women (VAW) issues
  • Support Ministry of Interior to review the current VAW Action Plan on how it is related to the sectoral budget and defining strategies to secure funding through state budget 2008/9.
  • Reviewing the extent to which gender issues are reflected in sectoral budget and define strategies to secure funding through state budget of 2008/9.
  • Working session with civil society organisations to build their capacity on tracking public expenditure from a gender perspective.
  • Developing models and tools for budget tracking for priority sectors (Health and Interior).
  • Working sessions for a selected group of gender advocates/economists on engendering Mid Term Expenditure Frameworks (MTEF) processes and functional classifiers to include gender indicators.
  • Provide any other technical support related to the UNIFEM gender budgets programme to the Ministry of Planning and Development and priority sectors (Health and Interior) as well as Ministry of Women and Social Collaboration and participating Women’s Organisations (Forum Mulher and Mozambique Debt Group). 

Competencies

  • Demonstrated international experience in providing technical expertise on gender and macroeconomic issues and national budgets (details to be outlined in Curriculum Vitae);
  • Strong analytical skills. 
  • Excellent speaking and writing skills in English; as well as Portuguese or Spanish (preferably Portuguese);
  • Excellent public relations, communications, lobbying and advocacy skills;
  • Knowledge of the government system and government procedures of Mozambique is an added advantage. 

Required Skills and Experience

  • At least 10 years of experience in consulting, particularly gender mainstreaming and a proven record in project management and administration.
  • Formal education equivalent to a post graduate degree in Social Science or related degree
