Background

I. Organizational Context

United Nations Office on Drugs and Crime (UNODC) has launched a new project funded by the European Commission (EC), Support to improved security by provision of capacity building to the Jakarta Centre for Law Enforcement Cooperation (JCLEC) located in UNODC’s Project Office in Semarang, Indonesia under the UNODC Regional Centre for East Asia and the Pacific in Bangkok and the Programme Office Jakarta.

The project objective is to improve the rule of law and security in Indonesia by strengthening the investigative and management capacities of the Indonesian National Police (INP) and other law enforcement agencies so that they are better able to detect, prevent and investigate serious transnational crime. The project is being implemented with partners; Partnership for Governance (Kemitraan) (Indonesia), National Policing Improvement Agency (UK), Charles Sturt University (Australia).

A major focus of the project is the conduct of specialised training courses in the areas of financial investigations, anti-corruption, management of investigations of serious crime and combating trans-national organised crime.

Six National Faculty staff will be recruited to facilitate the implementation of activities as set out in the project document. 

Under the overall guidance of the Representative UNODC Regional Centre Bangkok, and under immediate supervision of the Project Manager, the National Faculty is expected to research, design, develop and deliver training and to support the building of capacity in the fields of transnational organized crime, counter terrorism, anti-corruption and criminal justice, and the implementation of project activities.

 

Duties and Responsibilities

1. Support to implementation of research and design of project components focusing on the achievement of the following results:

  • Assist in the research and design of training curricula in the fields of combating transnational organized crime, counter terrorism, anti-corruption and improving the criminal justice system

2. Management and development of project training focusing on achievement of the following results:

  • Develop training materials for training courses in the field of combating transnational organized crime, counter terrorism, anti-corruption and improving the criminal justice system;
  • Contribute to the design and delivery of a training of trainers course
  • Provide support to the JCLEC on the development of a long-term training and education plan and especially the improvement of the training quality management system of the JCLEC (recruitment of trainers, modern and interactive training methods, TNA and evaluation tools)
  • Assist other faculty members and presenters in the facilitation of training

3. Support administrative set-up and implementation of projects related to training components focusing on achievement of the following results:

  • Organize training courses including recruitment of trainers
  • Undertake any administrative tasks that are assigned by project manager

4. Facilitation of productive working relationships with project stakeholders focusing on achievement of the following results:

  • Participate in the development of academic linkages between JCLEC and other law enforcement and academic training centers
  • Develop networks amongst international and national experts in training areas
  • Contribute to good working relations between UNODC, project team and JCLEC

5. Facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Support the evaluation of the training curricula and analysis of results
  • Contribute to the continuous improvement of the training contents based on stakeholder feedback
  • Implement methods to foster a gender-conscious approach to all aspects of work

III. Impact of Results

The conduct of professional training courses that are in line with international best practice have an impact on the quality and implementation of UNODC’s programme. A client-orientated and efficient approach positively impacts on UNODC’s image in Indonesia

Professionalism:

  • Experience of working within the trans-national crime investigation, anti-corruption or criminal justice sector within the past 3 years is essential.  
  • Knowledge and understanding of theories, concepts and approaches relevant to some of the following is essential:
  1. criminal justice systems,
  2. financial investigations,
  3. anti-corruption, 
  4. counter terrorism issues
  5. management of investigations of serious crime
  6. combating trans-national organised crime
  • Knowledge of policies and practices in international drug control and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime.
  • Ability to identify and contribute to the solution of problems/issues.
  • Knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases.
  • Good knowledge and practice of the training management cycle and adult learning training methods;
  • Knowledgeable of best practices as regards monitoring and reporting on results, in particular as regards capacity building.

Communication:

  • Speaks and writes clearly and effectively in both Bahasa Indonesia and English;

Required Skills and Experience

V. Recruitment Qualifications

Education:

  •  Bachelors degree in law, criminology, political science, international relations/security or other relevant disciplines. Five years experience in policing, banking, accounting, prosecution or financial analysis may be accepted in lieu of the university degree.

Experience: 

  • Five years experience in the trans-national crime or criminal justice sector is essential.  Preference will be given to candidates with a specialist understanding, and experience in the following fields:
  1. Counter Terrorism
  2. Combating Trans-national organised crime
  3. Investigating or prosecuting Financial Crime
  4. Anti – Corruption
  5. Delivery of Criminal Justice Systems
  6. Management of Investigations of Serious Crime
  • Past experience in delivering training in the field of law enforcement/criminal justice is desirable.
  • Excellent presentation skills.
  • Exposure to national and international development cooperation in crime prevention, criminal justice and law enforcement is desirable.
  • Preference will be given to candidates who are serving, or who have recently (in the past three years) retired from the Indonesian National Police, the Komisi Pemberantasan Korupsi (KPK), the Pusat Pelaporan Dan Analisis Transaksi Keuangan (PPATK) and the Attorney General’s Office
  • Should be willing to travel if required

Language Requirements: 

  • Fluency in Bahasa Indonesia, and good written and spoken English language skills with excellent drafting skills, are essential

Other Skills 

  • Ability to think creatively and ‘outside the box’ to solve problems would be highly desirable.
