Background

The Comprehensive Peace Agreement (CPA) that brought to an end two decades of war in Sudan stipulated that there shall be a referendum on the administrative status of Abyei Area to be held in January 2011, simultaneously with a referendum on self-determination for Southern Sudan. 
 
The Abyei Area residents will exercise the right to determine their future administrative status through the referendum in accordance with the provisions of the CPA, the Interim National Constitution of the Republic of the Sudan, and the Abyei Area Referendum Law.
 
The Abyei Referendum Commission (AARC), stationed in Abyei town, is expected to be established soon. The AARC shall organize the referendum in cooperation with the Abyei Area Administration, the Government of National Unity and the Government of Southern Sudan.
 
The Civil Administration of Abyei Area has requested technical, logistical and operational assistance from UNDP in anticipation of the Commission to be established, and to support the administration.
 
UNDP is establishing a referendum support project to assist the Abyei Referendum Commission, once it is established, in planning and organizing the referendum and to support key stakeholders in the referendum process such as civil society, media and the police. In addition, UNDP will support the Abyei Civil Administration in its role in the process.
 
Noting that multiple electoral and referenda events will take place in Sudan in 2010 and 2011; and that Sudan is scheduled to hold six levels of elections in 2010 and the first phase of preparations for the referendum will coincide with ongoing preparations for the elections scheduled for April 2010, it is anticipated that these multiple events add to the complex task that will be faced in organizing the Abyei Area referendum.
 
The Procurement Specialist works under the direct supervision of the Project Manager, and works closely with the Referendum Advisor, and UNDP HQs and Country Office staff and Government officials to successfully deliver procurement services in order to obtain the best value for money. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement.
 
Within limits of delegated authority given to UNDP Country Office, Khartoum, the Procurement Specialist is responsible for the following duties under the directives instructed by the Abyei Referendum Assistance Project, Management Support Unit (PMU).

Duties and Responsibilities

1. Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:

  • Manage the entire administrative cycle of all the simplified tender procedures in the form of Shopping and Request for Quotation (below 100,000 USD) and, when requested, to in consultation with the Country Office Procurement Specialist, assist the Project Manager in managing procedures above 100,000 USD;
  • Assist in simplifying and standardizing low purchase tender procedures, following UNDP Financial Rules and Regulations, and the prescriptive content of Contracts Assets and Procurement Management user guides;
  • In consultation with the Country Office Procurement Specialist manage the processes related to the review, recording and prioritization of local purchase;
  • Provide guidance to requesting units in preparing their requests thanks to a thorough knowledge of the local market as well as an appreciable knowledge of the channels for procuring items in the international market;
  • Draft the tender documents (from Requests for Quotation to Purchase Orders or Contracts) based on the nature of the requirements and cost of procurement involved, draft a variety of internal/external correspondence;
  • Conduct negotiation of local purchase orders and contract terms and conditions and maintain relevant internal databases and files, including, but not limited, monthly reports;
  • Inform affected users of contractual rights and obligations and support in daily project management issues;
  • Perform other procurement-related duties (including planning of activities) as assigned.
 2. Manages and guides procurement processes for the Abyei Referendum project, focusing on achievement of the following results:
  • Timely and duly preparation of procurement plans for the project and monitoring of their implementation.
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
  • Review and certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Management of procurement contracts and, upon delegation of responsibility, performing the approval functions in Atlas for Purchase orders.
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
 3. Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:
  • Development and management of the rosters of local suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
  • Management of e-procurement module.

4. Ensures facilitation of knowledge building and knowledge sharing in the project focusing on achievement of the following results:

  • Organization of trainings for the projects and counterpart staff on Procurement.
  • Synthesis of lessons learnt and best practices in Procurement.

Required Skills and Experience

Education:
  • Advanced University Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field. Procurement formal training will be an asset, UNDP Procurement Certification desirable.
Experience: 
  • 5 years of relevant experience at the national or international level in procurement management.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems. Use of procurement- related databases ATLAS and other software.
Language Requirements: 
  • Fluency in written and spoken English; knowledge of another UN language desirable.
