Background

Under the overall guidance of the Regional Program Director of the Caribbean Sub Regional Office, the Country Program Manager (CPM) for the Haiti Program Office acts as a manager of the country program.  The CPM will provide leadership, representation, technical program support and ensure project delivery, with high quality outputs, accuracy and consistency including continued monitoring of implementation.  The CPM leads the program team in strategic planning and identifies new program areas to be pursued.
 
The Country Program Manager works in close collaboration with the UNIFEM Caribbean Sub Regional Office team in operations and program, UNIFEM HQ units and sections. 

Duties and Responsibilities

Summary of key functions:
 
  • Ensuring the strategic direction of the Haiti Country Program Office and building of strategic partnerships.
  • Mobilization of resources for Haiti Country Program Office.
  • Program Management of the Haiti Country Program Office.
  • Financial Management of the Haiti Country Program Office.
  • Human Resources Management of the Haiti Country Program Office.

Direct and lead the team, ensuring strategic direction of the Haiti Country Program Office and building strategic partnerships focusing on the following results:

  • Participate in and represent UNIFEM in various UN coordination mechanisms and activities as related to the sectors covered;
  • Support knowledge building and sharing at the country and regional level focusing on achievements, lessons learned and methodologies utilized in project implementation;
  • Maintain relationships with UNIFEM's external partners including donors, government agencies and NGOs and represent UNIFEM in meetings as deemed appropriate;
  • Provide leadership and quality oversight of efforts to strengthen Government's institutions, especially the Ministry of Gender to effectively implement national development strategies;
  • Coordinate UNIFEM and UN technical support on implementation of national gender equality and development plans, policies and strategies, which includes strengthening the national women's ministry, support to the national violence coalition, ensuring the participation of women's organization, etc;
  • Provide leadership on gender equality within UNCT processes:  CCA/UNDAF, Gender Theme Groups, Millennium Fund and other UN funding mechanisms, etc;
  • Engage in advocacy to engage women effectively and include gender equality in national policy decisions and programming;
  • Participate in the training sessions of knowledge networks and communities of practice.

Continued mobilization of resources for the Haiti Country Program Office thus ensuring continuity of program implementation and the development of new program areas:
  • Identify and follow up on opportunities for resource mobilization for UNIFEM's work in Haiti in consultations with Regional Program Director for the Caribbean Sub Regional Office;
  • Development of concept papers and proposals for the continuation of current programs and new initiatives;
  • Ensures that donor reporting, both narrative and financial is in compliance with the agreement.

Strategic Program Coordination and Management of the Haiti Country Office ensuring that projects are managed according to their mandates and/or UNIFEM Strategic Plans:
  • Provide close guidance and direction of the programs, ensuring that they are strategically focused, result oriented, effective and efficiently managed according to UNIFEM's mandate, rules and regulations;
  • Preparation of an annual work plan for all projects managed by the County Program Office;
  • Ensure coordination and harmonization of projects covered within the global and sub-regional strategic plan and those within the UNDAF framework;
  • Provide technical and management support to project/program activities in the areas as designated by the Caribbean SRO;
  • Coordination and evaluation of progress towards overall program achievement through regular collection of data on results indicators as mandated by donor agreements and the Strategic Plan;
  • Monitor and evaluate ongoing programs/projects for delivery and impact; analyze work plans, assess implementation, take actions and recommend solutions as appropriate, document lessons learned;
  • Prepare periodic internal reports, donor reports and contribute to UNIFEM's annual reports in consultation with relevant program officers. Ensure that reports are in accordance with specific requirements of donors and or the UNIFEM Strategic Plan;
  • Monitor trends and issues affecting women in Haiti and develop strategic responses to opportunities and challenges including the formulation of projects, implementation strategies and activities in line with UNIFEM strategic plan.

 Policy Advice

  • Scanning for global and local knowledge and experience in relevant subject areas. Map on a consistent basis relevant development issues, covering the situation and strategic opportunities through professional reports;
  • Lead/contribute to work-process analysis, suggest effective alternative options for streamlining business process. Act as resource person in and outside the office;
  • Ensure quality and timeliness in the provision of technical inputs and organization of workshops, seminars, training and delivery of outputs;
  • Contribute to the production of reports from the section, serve as peer reviewer;
  • Organize network of prominent policy based national and international experts and support policy dialogue workshops or roundtables.

Ensures that the Financial Management of the Haiti Program Office is within the regulatory framework of the UNIFEM/UNDP rules and regulations and within the framework established by donors:
  • Prepares annual budgets according to approved work plans;
  • Ensure effective management of resources for achieving results according to the UNDP/UNIFEM regulatory framework;
  • Ensure delivery of program resources in line with donor agreements and/or UNIFEM strategic plan;
  • Set-up monitoring and reporting mechanisms to ensure timely spending, and regular progress reports, based on results and program objectives;
  • Development, implementation and follow up on programme portfolio pipeline and project tree in Atlas;
  • Programme financial resources management through planning, guiding, controlling of the resources. Preparation and monitoring of development projects' budgets;
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resources management system. Identification of operational and financial problems, proposal of solutions;
  • Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management;
  • Regular monitoring of the country office delivery;
  • Provision of advice on reporting, preparation of reports, including donor reports;
  • Periodic monitoring of dashboards and exceptions, identification of remedial actions;
  • Participation in audit preparation, monitoring and follow up of implementation of audit recommendations.
Ensures that the Human Resources Management of the Haiti Program Office is within the regulatory framework of the UNIFEM/UNDP rules and regulations:
  • Manage, supervise and assess performance of UNIFEM staff in Haiti;
  • Identify human resource needs, in line with the requirements of the program. Take appropriate action for recruitment of staff, in line with UNIFEM regulations;
  • Provide the strategic guidance and development to staff members;
  • Identify capacity-building needs of the team, and organize training as required.
 
Impact of Results

The key results have an impact on the overall success of the country program and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:
 
  • Advanced university degree in social sciences, political science and/or international affairs (i.e. international development studies, gender/women's studies, human rights and humanitarian issues), development planning, economics or related technical field.

Experience:
  • Seven years of progressively responsible professional experience.
  • Experience in the field of human rights, conflict prevention, humanitarian issues, gender and development.
  • Experience in program and policy analysis, and strategic planning.
  • Experience with women's organizations internationally and in the field desirable.

Language Requirements:
  • Fluency in written and spoken French and English is required. 
  •  Working knowledge of Creole is an asset.
