Background

The UNDP Country Office in Angola, in partnership with the Government and Chevron, launched the Angola Enterprise Programme (AEP) in June 2004.  The main objective of AEP is to contribute to private sector development, especially in creating a robust and dynamic micro, small and medium enterprise sector.  AEP supports the national economic and poverty reduction strategy in diversifying the economy away from the oil and diamond sectors by re-invigorating other productive sectors of the economy to generate income and employment opportunities for the people of Angola.
The interventions of AEP are focused on two strategic areas, namely:
(1) Capacity building of local institutions to provide continuous and high quality microfinance and business development services (BDS); and
(2) Facilitating the creation of a conducive policy environment for private sector, including micro, small and medium enterprises.
 
In collaboration with various stakeholders from the government, the private sector, civil society and the academia, since 2004, the AEP has provided technical and financial assistance for the establishment of the first-ever business incubator and the first-ever small business resource center in the country.  Similarly, AEP has assisted in strengthening three pioneering microfinance providers with an accumulated clients of over 30,000. In early 2008, AEP has commenced its capacity building project for 25 BDS providers covering 4 provinces. Moreover, AEP actively supports the conduct of studies/researches as well as organization of public forums to better understand the challenges and opportunities for private sector development and to aid in the formulation of appropriate policies and mechanisms in support of private sector development.
Capitalizing on the achievements of the Angola Enterprise Programme and the burgeoning opportunities for private sector development in Angola,  UNDP and its partners seek to hire a dynamic, highly competent and experienced Programme Coordinator to provide overall leadership and management for all project activities and in strengthening partnerships.

Duties and Responsibilities

Under the overall guidance of the Deputy Country Director – Programme and the direct supervision of the head of the Poverty Cluster, the Programme Coordinator will be responsible for the following tasks:
  • Programme management: In close coordination with national partners and using UNDP Results-based Management (RBM) tools, oversee the development, management and monitoring of all programme activities and achievement of results. This includes identification of approaches and modalities in support of UNDAF, CPD, CPA and UNDP Development and Management Work Plans,  preparation of annual and quarterly work plans and progress reports and organization of quarterly Project Board Meetings;
  • Financial management: In consultation with other AEP Project Managers, prepares and consolidates the overall programme budget, monitors financial expenditures in accordance with UNDP financial rules and cost-recovery policies and implement adequate internal control;
  • Strategic partnerships and resource mobilization: Build and strengthen local and international partnerships and develop a coherent and pro-active resource mobilization and communication/advocacy strategies for AEP and its sub-projects; and supports UNDP overall resource mobilization and communication strategies;
  • Human resource management: With the support of UNDP-HRD, recruit programme staff and consultants (local and international), assess staff performance, support staff development initiatives of UNDP, supports UNDP knowledge sharing and learning, supports capacity building of national partners and promotes team work.
  • Provision of advice and facilitation of knowledge: With the support of AEP project managers and taken into account the experiences and lessons learned from AEP and other similar development programmes, support the drafting and implementation of UNDP´s Private Sector Strategy, including provision of technical advice and contribution to the development/establishment of other programmes/projects in the Poverty Cluster.
  • Other tasks – Advocates for UNDP with Government counterparts and supports other UNDP programme and operation activities as required.

Required Skills and Experience

Education:

  • Master´s degree in social science, development studies, economics, business administration and management or related discipline

Experience:

  • A minimum of 7 years of relevant work experience in programme or project management  in the areas of private sector development and small enterprise development and preferably with practical experience in microfinance, business incubator, business development services, and informal sector. At minimum of 5 years of experience as project or programme manager/coordinator or equivalent senior-level management position of similar size and complexity
  • Previous experience in UNDP or the UN system is an asset
  • Experience in African countries with significant contacts/networks with Angola and African community would be highly desirable
