Background

UNIFEM is the women’s fund at the United Nations. It provides financial and technical assistance to innovative programmes and strategies to foster women’s empowerment and gender equality. Placing the advancement of women’s human rights at the centre of all of its efforts, UNIFEM focuses its activities on four strategic areas:

  • Reducing feminized poverty;
  • Ending violence against women;
  • Reversing the spread of HIV/AIDS among women and girls;
  • Achieving gender equality in democratic governance in times of peace as well as conflict/war.

Duties and Responsibilities

UNIFEM-Cambodia is located within the East and Southeast Asia Sub-Region (ESEARO) and thus all Cambodia-based personnel are accountable to the Regional Programme Director (RPD) for ESEARO.

Within this framework of accountability, the National Coordinator is an integral member of the UNIFEM-Cambodia Team and works under the direct supervision of the Cambodia Country Programme Manager.  The National Coordinator additionally receives technical guidance from the Regional Programme Manager for migration (under the UNIFEM Asia-Pacific and Arab States Regional Programme on Empowering Women Migrant Workers in Asia, based in Bangkok, Thailand).

The National Coordinator is expected to analyze political, social and economic trends and understand the implications of these on migration patterns and migrant workers in Cambodia.  S/he is responsible for providing technical inputs, managing and coordinating project activities for the programme Empowering Women Migrants in Cambodia.

The National Coordinator supervises programme support staff and works in close collaboration with colleagues to ensure a unified and coordinated approach to UNIFEM’s programme delivery in Cambodia.  Close collaboration is also required with programme staff in other countries and UN agencies, as guided by the Regional Programme Manager for migration.

  • Implementation of programme strategies in Cambodia
  • Management of the migration programme in Cambodia
  • Creation of strategic partnerships and implementation of the resource mobilization strategy in Cambodia
  • Provision of policy advice services to the Government of Cambodia as UNIFEM on the issue of women migrant workers.
  • Facilitation of knowledge building and management
  • Leadership in contributing to a unified and coordinated approach to UNIFEM’s programme delivery in Cambodia

Duties & Responsibilities

  • Coordinate, monitor and provide overall technical inputs to the partners for implementation of project activities in Cambodia on migration to ensure the gender and rights based approach of the project
  • Manage and implement project activities on migration to ensure synergy and results
  • Promote the project's conceptual framework among agencies and organisations beyond the project partners for expanded support
  • Manage programme resources and administration to ensure accountability
  • Liaise with partner organisations (national/international) on programme implementation
  • Track, monitor and evaluate programme results in Cambodia  and ensure documentation including timely financial and narrative reporting to UNIFEM Regional office (monthly updates) and six monthly reporting
  • Recruit and monitor project consultants
  • Maintain regular communication and consultation with the Regional Programme Manager, Bangkok and other project coordinators under the regional programme for technical exchange of strategies and results
  • Support the Regional Programme Manager in developing and implementing the regional/global components for the programme
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
  • Preparation of reports, including donor reports for the programme EWMM.
  • Draft project concepts and proposals for the purpose of resource mobilization for the programme EWMW.
  • Offic management, including supervision of support staff assgined to EWMW projects
  • Additional responsibilities as assigned by the Country Programme Manager to support the implementation of UNIFEM’s Country Strategy and programme delivery in Cambodia.

Required Skills and Experience

  • Master’s degree in any related field, e.g. women’s studies, development studies, sociology, economics, law, etc.;
  • Strong background on gender issues and work experience on migration or labour issues at national/regional  context is a must;
  • 3 years of relevant experience at the national or international level in providing management advisory services and hands-on
  • experience in design, monitoring and evaluation of development projects. 
  • Demonstrated project management skills and familiarity with the result-based approach;
  • Excellent command of English, both oral and written; good report writing skills;
  • Good human relations skills, especially the ability to relate with a wide range of partners;
  • Excellent communication skills;
  • Ability to manage multiple-tasks;
  • Written and spoken fluency in English and Khmer is required.
