Background

Under the overall guidance of the Head, Strategy & Policy Unit (SPU), the Specialist spearheads technical support and guidance for the implementation of UNDP’s support to National Statistical Development in line with the Liberian Government’s National Strategy for Statistical Development (NSDS) and Poverty Reduction Reduction Strategy (PRS). In collaboration with SPU staff, she/he will serve as UNDP’s focal point for technical support to facilitate and manage MDG based strategic planning activities with relevant partners and Government entities that will enhance progress towards achieving the MDGs in Liberia. Such support shall include - deepening MDG policy analysis to enhance and inform perspectives for strengthening MDG based planning and advocacy and devise targeted programs to fast-track the attainment of the MDG.
 
The Specialist is also expected to support the development or elaboration of a framework for impact oriented monitoring and evaluation and a training modules for  capacity development and knowledge transfer in the area of geographical mapping of poverty and PRS as well as MDGs progress, by conducting results based monitoring, evaluation and reporting on MDG. The work involves conceptual underpinnings and application of macroeconomic modelling in support of poverty reduction analysis of progress on PRS and the MDGs, various types of trainings in the use of related application software’s.
 
The incumbent is expected to split his/her time equally between the work in support of the LISIG NSDS and other functions and the UNDP Country office policy level MDGs and PRS analysis, monitoring and reporting activities. In line with this he/she shall support the production of disaggregated data to facilitate program monitoring both internally within the UNDP and externally. To this end, the Specialist will provide technical and strategic support for the analysis of MDG progress; development and implementation of MDG-based national development strategies/plans in collaboration with relevant partners support resource mobilization for scaling up MDG based plans. In general, the specialist shall develop innovative ways to ensure the availability of information critical for development management.

Duties and Responsibilities

  • Provides technical advice and support to the Liberia Institute of Statistics and Geo-Information Services (LISGIS) to manage the development, quality control, production and dissemination of data and information products in appropriate formats within the framework of the NSDS.
  • Provides technical and advisory services in the roll-out of MDGs Support Services to the Government of Liberia; technical assistance in the development and implementation of MDGs-based National Development Policies, Strategies and Sector plans; supports development of models for poverty analysis, MDG progress monitoring and analysis framework;
  • Provide technical guidance and support for identification, adaptation and use of  quantitative tools that help  MDG policy analysis Provide technical guidance to LISGIS for production of periodic publications, Census, Atlas, poverty maps, disaggregated statistical survey reports, the design of survey questionnaires as well as support to the production of the national accounts, development and conduct of the national household survey of living conditions and population and housing census as may be required, the Poverty Observatory Lab of the Ministry of Planning and Economic Affairs in the conduct of national poverty assessment/mapping towards the preparation of national poverty maps ( profile) and development poverty targeting programs; for the building of capacity for MDG/Poverty monitoring, analysis, and targetting
  • Ensures UNDP programs and Projects are MDG based and advocates for and raises the knowledge and understanding of UNDP staff and Partners on MDGs; supports the effort of mobilizing resources for achieving the MDGs in Liberia; oversee all administrative matters related to the operation of the NIMAC project, including financial and assets human resource management and relation with donors.
  • Performs other duties as may be required and assigned by the SPU Team Leader;
  • Provides technical and advisory services in the roll-out of NSDS in Liberia
  • Provide technical support to LISGIS on the implementation of the 5- year NSDS;Provide technical support and strategic advice for the capacity building of the County Statistics & Information Offices;
  • Provide technical support to the conduct of surveys and censuses to enhance the increased availability of relevant data and statistics to strengthen national and sector M&E systems and process.
  • Provide technical support for the development of statistical dissemination tools and products that will assure enhanced accessibility to available data and statistics in appropriate formats.
  • Provides technical and advisory support for the development and implementation and analysis of MDGs-based strategies and plans.In close coordination with Government and other development partners, support the scaling up of MDG-related activities through the development and implementation and analysis of strategies and plans aimed at ensuring the achievement of the MDGs in LiberiaIn close coordination with national and other development partners, provide technical support for the integration and alignment of results from relevant MDG
  • Needs Assessments and other related studies into relevant national development strategies/planProvide technical support and strategic advice to relevant UNDP Programmes/Projects in support to scaling up of MDG achievement-support activities including developing strategies to mainstream lessons learnt from the design and
  • implementation of the Millennium Villages (MVs) in Liberia and other countries;

Advocacy and knowledge management

  • In close coordination with the RC’s Office and other relevant partners, support the design and conduct of training seminars on MDG-based planning and monitoring for government officials.
  • Provide technical support to the Government for the review of the Liberia MDG reports and other related publications. Provide support for the wide dissemination of findings through workshops and seminars targeting national and local leaders for advocacy. 
  • In close coordination with the RC’s Office, identify and implement partnerships with local organizations, including NGOs, development partners, academic institutions, and the private sector to scale up that support the achievement of the MDGs in country.

Resource Mobilization for scaling up of MDGs-related activities.

In close coordination with the RC’s Office and other relevant partners, provide technical support and strategic advice to the Government for a coordinated resource mobilization strategy to support scaling up of activities that will assure the attainment of the MDGs in Liberia. 

Performs other duties as may be required and assigned by the team leader; ensuring work is done in an inclusive manner considering gender, ethnicity, rural and urban specifics.
 
Impact of results:

  • Governments at the country level and UN country teams are provided with effective support in preparing MDG-based national development strategies and are supported in the implementation of these strategies.
  • Increased availability and accessibility to relevant data and statistics supporting monitoring and evaluation of national development strategies including tracking of progress on the MDGs.

Required Skills and Experience

Education:

  • Master’s Degree in information management, development studies, economics, community development or related fields.

Experience: 

  • Minimum of 6 years of information management, Policy and Strategy Sectoral plan development experience, including substantial experience in working with senior policy makers and advisors;
  • A strong network of contacts among senior policymakers and development professionals in country of assignments;
  • Ability to work as a team member, be a good listener, well organized, attention to details and meet deadlines;
  • Demonstrated ability to respond to quickly evolving government needs and priorities to manage several complex activities in parallel;
  • Good computer and Internet skills;
  • Familiarity with MDG needs assessments desirable;
  • Familiarity with quantitive tools for MDG analysis and poverty monitoring
  • Excellent writing, drafting and oral presentation skills

  • Outstanding communication skills, verbal and written, in English.
