Background

UNDP Rwanda works closely with the Government, as well as with development partners and civil societies in order to build institutional capacity and effect sustainable development.   UNDP programmes in Rwanda support the work of the Government of Rwanda in finding and implementing solutions in the areas of Fostering Democratic Governance, Achieving the MDGs and Poverty Reduction,  Crisis Prevention and Recovery, Energy and the Environment for Sustainable Development, Responding to HIV/AIDS. It is in this context that UNDP Rwanda supports the activities of the Imbuto Foundation.
The Imbuto Foundation is a non-profit-making organization in accordance with law N°20/2000 of July 26th, 2000 governing non-profit-making organizations, with the purpose of empowering communities and building

Through advocacy efforts of the Chairperson of the Foundation, awareness is created on pertinent issues aimed at improving the lives of vulnerable populations. Thereafter, social and resource mobilization are undertaken, which then pave the way for the implementation and facilitation of Imbuto Foundation’s projects.

The  structure of the Imbuto Foundation reflect how She implement projects in line with its priorities defined under strategic plan and Rwanda’s national development policies (Vision 2020, UN MDGs, EDPRS, National HIV Policy, Gender Based Violence Policy , etc). It is in this context that the UNDP has put at the disposal of this Foundation, a Specialist in Monitoring & Evaluation.

Duties and Responsibilities

Summary of Key Functions:

  • Under the overall responsibility of the Country Director and in collaboration with the Head of Democratic Governance Unit and the   Gender & HIV Programme Officer of UNDP-CO, the M&E Specialist  will discharge his/her duties within the Imbuto Foundation, a local NGO. The incumbent will report on a day to day basis to the Imbuto Foundation DG under the overall guidance of the Board in accordance with his/her contractual obligation with the organization.

Function / Expected Results:

  • Ensure effective support to establishment of Imbuto Foundation M&E systems that are in line with theirs  planning, monitoring, evaluation and reporting requirements, focusing on achievement of the following results:
  • Put in place a system which links strategic information obtained from various data collection systems to decisions that will improve Imbuto Foundation (I.F) programs.
  • Support the effective application of project implementation, monitoring and evaluation tools.
  • Develop monitoring and evaluation templates and simple reporting tools for management control.
  • Measure the achievements of the Foundation.
  • Review existing tools and propose effective tools for projects’ target setting and reporting process.
  • Collect   and   analyze   data to measure the actual performance of a program, process or activity against expected results.
  • Carry out routine   tracking of information on a program/project   and   it’s   intended outputs and outcomes.
  • Advise the DG of Imbuto Foundation on the progress of the work plan and contribute to analysis as to causes behind the difference between planned and actual achievements
  • Support to establish Balance Score Card Mechanism in Imbuto Foundation
  • Support DG Imbuto Foundation in the implementation of strategic plan of Imbuto Foundation
  • Draft Resource Mobilization Strategy and advise on Partnerships and Networking with Development Partners
  • Support to develop concept notes, formulate new project initiatives (Youth Empowerment Project )
    Guide implementation of the projects.
  • Ensure timely implementation on the process, inputs, outputs and outcomes of the projects.
  • Provide input into quarterly, mid-year and year-end reporting and setting of annual baselines/ indicators & targets.
  • Advise on new assessment for new situations as requested.

Review tools and strategies

  • Review and provide advice to fine-tuning of M&E tools.
  • Ensure an effective monitoring and evaluation system focusing on achievement of results.
  • Facilitate knowledge building of the Imbuto Foundation staff in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Provide comprehensive mentoring and coaching and  ensure full familiarization of the Imbuto Foundation  M&E officer and Heads of Unit  with M&E systems and tools
  • Organize M&E workshops and training sessions for staff.

Required Skills and Experience

Education:

  • Master’s Degree in a development related field, i.e. International Development, Economy, Social Sciences, Project Management, Public Administration and Public Health.

Experience:

  • A minimum of 5 years relevant experience on an international and/or national level in providing management advisory services,
  • Hands-on experience in design, monitoring and evaluation of development projects.
  • Experience working in developing countries, preferably in Africa.

Language requirements:

  • Fluent in speaking and writing in English or French, preferably both.
