Background

Under the overall supervision of the UNDP Resident Representative and the direct supervision of the AU-UNDP Project Manager, the Resource Mobilization and Partnerships Development Consultant will lead the design of a Resource Mobilization Strategy and Action Plan responsive to UNDP AU's strategic vision and direction. The objective of the strategy and action plan is to mobilize the necessary financial resources to build sustainable support for the activities of AU-UNDP Project program for the next 5 years.

The Resource Mobilization and Partnership Consultant will develop the AU/PSD resource mobilization strategy, tools and procedures for its implementation

Duties and Responsibilities

Duties and Responsibilities:

The consultant is expected to lead the resource mobilization task force made up of AU­UNDP operations/programme staff. The task force will include staff representing the following areas:

  • Finance and resource management to look at the nature and magnitude of resources to be mobilized in a timely manner and advise accordingly.
  • Strategic programming to contribute to advising on the key donor partners who should be approached and on specific programmes and strategic relationship building for resource mobilization.
  • Advocacy, communications and reporting. The communication staff will provide advice on the messages, products, and processes to be used when appealing to various clients for resource mobilization.

The objective of this participatory approach is to build the capacity of the AU-UNDP while leading the process in order to achieve the following tasks:

  • Developing a resource mobilization strategy and action plan for AU-UNDP Project, and establishing a process of implementation of the strategy and action plan.
  • Identify priority programme areas to be targeted for resource mobilization.
  • Identify key donor organizations and potential funding resources.
  • Develop a strategy for capacity building for resource mobilization.
  • In leading the resource mobilization process, the incumbent will be entrusted with these specific tasks involving the participation of the Resource Mobilization and Capacity Building phases:
    Research and Assessment phase:
  • Organize and lead donor roundtable meetings to identify priorities and opportunities and collect information on their respective strategic frameworks.
  • Consult with other stakeholders/clients: UN agencies, AU, Private Sector to assess the level of stakeholders' support.
  • Organize several meetings and discussions with programme and operations staff to raise awareness on resource mobilization requirements and set up in-house guidelines for better service delivery. 

Formulation and Delivery Phase:

  • The formulation of the strategy should lead to concrete results in terms of building the capacity of the PSD in mobilizing resources and ensuring wider support in a sustainable manner.
  • Fine-tune vision, priorities, substantive content and targets for programme development.
  • Identify priority areas to be targeted for resource mobilization and key donor organizations and potential funding sources.
  • Draft the RM Strategy and Action Plan, discussing it with the PSD staff and senior management and including their comments in the final draft.
  • Establishing a process and mechanism for implementation of strategy and work plan.

Resource Mobilization Strategy Paper including:

  • Priority programme areas for resource mobilization.
  • Potential funding sources and key donors to be targeted.
  • Capacity building for resource mobilization within the Project.
  • Resource Mobilisation Action Plan.
  • Establishing a TOR for the Task Force for the implementation of the strategy and action plan.
  • Develop specific donor fund-raising strategies and approaches
  • Develop a detailed Partnership and Resource Mobilization Strategy with planning tools to implement the strategy
  • Develop monitoring and reporting tools to implement the Agreements with Donors
  • Develop a Client Relationship Management Strategy
  • Develop training tools in resource mobilization capacity building

Required Skills and Experience

Qualifications:

  • Master's degree in Development Economics or related Social Science field
  • At least ten years experience in the field of resource mobilization in the development sector and in the private sector.
  • Knowledge of the UN system operating in post-conflict setting preferably UNDP experience.
  • Knowledge of the AU Vision, Mission and Strategic goals
  • 8-10 years of relevant experience at national and international level
  • Extensive experience in research and policy level analysis
  • Fluency both written and spoken in English and knowledge of French 

Remuneration

Remuneration will be based on experience and qualifications
