Background

Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process. The overall goal of the Deepening Democracy Project in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria. 

Efforts on the electoral cycle reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Independent National Electoral Commission and the State Independent Electoral Commissions. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.

Work on broader issues of democratic governance helps build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project primarily provides technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, civil society, media, gender equality in politics and the engagement of youth.

Under the strategic direction of the Project Director, and working in close coordination with UNDP’s Capacity for Governance Team Leader and development partners, the International Consultant on Voter Registration will support the achievement of the results outlined in the Elections Strategic Plan, that relate to the work on the Voter Register.

Duties and Responsibilities

Summary of key functions:

In close collaboration with INEC, under the supervision of the Project Director and in collaboration with the Voter Registration IT expert, the Voter registration specialist shall be responsible for supporting the INEC in all aspects related to the creation of a comprehensive, inclusive and accurate electoral register for the 2011 elections

Function / Expected Results

  • Evaluate the current voter registration methodology and provide constructive input based on best practices learned from other registration efforts
  • Analyze field operation plans, timelines, and associated logistical support associated with the voter registration effort
  • Evaluate the voter registration procedures, forms, materials, software, and equipment used in the conduct of the program
  • Examine the training plans and materials for voter registration staff
  • Assess the public information campaign, messages, and materials
  • Explore the reporting, monitoring, and quality assurance of the voter registration effort
  • Determine the budget requirements and overall timeline of intended program
  • Report regularly to UNDP and INEC management on progress of the registration program
  • Liaise with electoral stakeholders and coordinate information regarding the voter registration program

Required Skills and Experience

Education:

  • Masters degree in political science, international relations, public or business administration, or discipline that demands substantial project management skills such as engineering.

Experience:

  • At least seven years experience in election administration in progressively responsible positions.
  • Substantial work in voter or civil registration projects in at least four countries.
  • Experience managing wide ranging field operations that demand the training, deployment, and coordination of thousands of staff.
  • Excellent computer skills

Language Requirements:

  • Strong skills in written communications in English particularly in preparing issue-based papers or reports 
  • Excellent spoken English is also required.
