Introduction
 
UNDP is the development arm of The United Nations’ Organization, with its Headquarters in New York. UNDP is represented in 166 countries in the world. In Nigeria, its offices are based at the UN Building in Central Area District, Abuja.
 
Background on the Service Contract contractual modality
 
UNDP Nigeria administers 12 other UN agencies and individuals engaged in Programmes and Projects undertaken in collaboration with the Government of Nigeria and other development partners.
Individuals engaged to work in programmes or projects are hired under the Service Contract contractual modality, which is a non-staff contract. It is a decentralized contracting instrument, which is cost effective and flexible for use only by UNDP country offices and regional centres outside of UNDP Headquarters.
 
The remuneration scale and benefits for service contract holders is based on the local market.

Objectives of the consultancy
 
 UNDP Nigeria is looking to engage an international consultant to carry the Salary Survey with the following objectives:
  • To conduct a market survey of comparator organizations for purposes of reviewing the current service contract salary scale and matching job descriptions.
  • To determine benefits and entitlements/allowances offered by comparator organizations over and above the basic salary.
  • To consolidate the findings of (1) and (2) above, and with the guidance of The Service Contract Remuneration Methodology, derive a new Service Contract Salary Scale.
 

Duties and Responsibilities

Scope of duty
  • Review existing documentation (Service Contract User Guide, Remuneration methodology, sample Terms of Reference for Service Contract holders at various levels, and earlier surveys) to gain a full understanding of the service contract contractual modality and the scope of the consultancy.
  • Conduct interviews with seven to ten comparator organizations to confirm the salaries, allowances and entitlements/benefits offered.
  • Match existing Terms of Reference with those of comparator organizations to facilitate an accurate determination of salary levels for various positions and job groups.
  • Research on social security options available on the Nigerian market and make recommendations on a reliable and suitable option for UNDP Nigeria
  • Review tax applications and apply any updates to the new salary scale.
  • Develop a Service Contract salary scale based on the findings of the above.
  • Present a consolidated report with recommendations from the findings of the survey.
Expected output
  1. A salary scale that matches other comparator organizations in the Nigerian market.
  2. Highlight of benefits offered by comparator organizations for similar contractual modalities with emphasis on annual leave, sick leave, maternity & paternity leave, health coverage, life & disability insurance, vacation benefits and public holidays.
  3. Proposal for new Terms of Reference that take into consideration levels and titles of similar job profiles in comparator organizations.
4.   Recommendation for a social security plan that takes into account the following:
 
  • The versatility of this contractual instrument.
  • The short-term nature of the service contract.
  • The need to ensure that individuals engaged under this contract have a retirement/savings plan.
  • Fulfilment of UNDP’s obligation to assure that Service Contract Holders have social security as stipulated in the Service Contract User Guide.
Duration (approximated)
  • Review of existing documentation and discussions with relevant HR focal points (7 days)
  • Data collection on salary, allowances, entitlements/benefits and job descriptions of comparator organizations (30 days)
  • Research on the various social security / investment plan options available on the Nigerian market (3 days)
  • Analysis of data (14 days)
  • Preparation of draft report (7 days)
  • Presentation of findings in consultation with UNDP Nigeria and agencies administered by UNDP Nigeria (2 day)
  • Finalisation of report (7 days)
Total duration for consultancy (Approximately 70 days)

Required Skills and Experience

  • Master's degree in Human Resources or related field;
  • Minimum 8 years experience in the field of Human Resources or Administration, preferably at international level;
  • Previous working experience within the UN or International NGO, preferably in the one or more African country is highly desirable;
  • Previous experience in Salary Surveys is mandatory;
  • Fluency both written and spoken in English.

Remuneration will be based on experience and qualifications.
