Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia and all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development

I. Organizational Context

The Government of Indonesia established the Indonesia Climate Change Trust Fund (ICCTF) decree in September 2009. The ICCTF shall be nationally managed, and is part of the Government’s commitment to implement the Jakarta Commitment to enhance national ownership and improve aid coordination in response to climate change. In this framework, the Government and UNDP have jointly established and started to implement the project “Preparatory Arrangement for the Indonesia Climate Change Trust Fund (PREP-ICCTF)”. Under Terms of the signed Letter of Agreement (September 2009), the objectives of the Project shall be to:

  • Provide support to priority climate change initiatives as prioritized by the Government, during an interim period, while the ICCTF is being established;
  • Provide support and development for establishment of the ICCTF; and
  • Support capacity development needs of the Government of Indonesia for the efficient and effective implementation of the ICCTF.

The PREP-ICCTF shall enable the Government to appoint a national trustee, while facilitating ICCTF governance entities including the Steering Committee, Technical Committee, and Secretariat to gradually assume full operational responsibility within the 18 month project period.

The ICCTF Secretariat, which also acts as the PREP-ICCTF Project Management Unit, has been operational since February 2010. The Secretariat has started administering the trust fund operationally and supports the functions of the ICCTF Steering Committee and Technical Committee.
 
Under the overall guidance of the Head of the ICCTF Secretariat and National Project Manager (NPM), a Finance Associate will be hired to conduct overall management of Financial services for PREP-ICCTF.


Duties and Responsibilities

II. Summary of Key Functions:

  • Implementation of operational strategies
  • Administration of budgets and cost-recovery system

  • Facilitation of knowledge building and knowledge sharing

1. Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with Government and UNDP rules and regulations of financial processes, financial records and reports and audit follow up; implementation of an effective internal control framework.
  • Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
  • Preparation of contribution and other related trust fund agreements, follow up on contributions to the ICCTF.
    Preparation for specific donor reports
  • Preparation of Prep-ICCTF financial overview for secretariat and steering committee review 
    Supervision of Finance Clerk.

2. Ensures administration of PREP-ICCTF budget focusing on achievement of the following results:

  • Preparation and modifications of PREP-ICCTF budget/AWP for quarterly and annual work plan
  • Presentation of researched information for planning and status of financial resources of PREP-ICCTF and ICCTF.
  • Preparation of budget balance status versus income and versus AWP, sending project budget to be authorized by Senior Management.
  • Review and preparation of detail budget for project approved prior to review of steering committee (SC) and LOA attachment
  • Preparation of project proposal cash planned and budget delivery

3.     Provides accounting and administrative support to the ICCTF Secretariat and project proposal office

  • Proper control of the supporting documents for payments and financial reports; preparation of all types of vouchers; payments execution, bank reconciliation and specific financial report required by government and UNDP (FACE FORM)
  • Ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed; travel claims, and other entitlements are duly processed.
  • Analysis and preparation for audit of PREP-ICCTF expenditures (by the state auditor and donor auditor (only when required)Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to UNDP CO requests to resolve financial data issues.

4.   Ensures proper cash management functioning focusing on achievement of the following results:

  • Timely review of cash position for PREP-ICCTF account to ensure sufficient funds on hand for disbursements.
  • Timely and accurate preparation of bank reconciliations.
  • Timely preparation of monthly cashflow forecast for use by NPM.
  •  Initiation of bank transfers and deals in Atlas.
  • Timely provide the balance of cash flow in secretariat office

5. Ensures facilitation of knowledge building and knowledge sharing in the ICCTF Secretariat focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on Finance, in ICCTF funded projects, and also in the ICCTF Secretariat.
  • Synthesis of lessons learnt and best practices in Finance.
  • Regular financial check on project proposal office financial management, and implementation
  • Sound contributions to knowledge networks and communities of practice.

III. Impact of Results

The key results have an impact on the overall execution of the financial services and success in implementation of PREP-ICCTF.  Accurate analysis and presentation of financial information ensures proper financial processes to PREP-ICCTF as well as for the ICCTF.

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Minimum Diploma degree  with specialized certification in Accounting and Finance. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:

  • Minimum 7 years for Diploma 2;
  • Minimum 6 years for Diploma 3;and
  • Minimum 5 yrs for Bachelor degree
Minimum 7 years for Diploma 2;

of progressively responsible finance experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements: 

  • Fluency in English and language of the duty station
