Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia and all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development

I. Organizational Context

The Government of Indonesia established the Indonesia Climate Change Trust Fund (ICCTF) decree in September 2009. The ICCTF shall be nationally managed, and is part of the Government’s commitment to implement the Jakarta Commitment to enhance national ownership and improve aid coordination in response to climate change. In this framework, the Government and UNDP have jointly established and started to implement the project “Preparatory Arrangement for the Indonesia Climate Change Trust Fund (PREP-ICCTF)”. Under Terms of the signed Letter of Agreement (September 2009), the objectives of the Project shall be to:

Provide support to priority climate change initiatives as prioritized by the Government, during an interim period, while the ICCTF is being established;
Provide support and development for establishment of the ICCTF; and
Support capacity development needs of the Government of Indonesia for the efficient and effective implementation of the ICCTF.

The PREP-ICCTF shall enable the Government to appoint a national trustee, while facilitating ICCTF governance entities including the Steering Committee, Technical Committee, and Secretariat to gradually assume full operational responsibility within the 18 month project period.

The ICCTF Secretariat, which also acts as the PREP-ICCTF Project Management Unit, has been operational since February 2010. The Secretariat has started administering the trust fund operationally and supports the functions of the ICCTF Steering Committee and Technical Committee.

Under the guidance of the Head of the ICCTF Secretariat and National Project Manager of the PREP-ICCTF, a Monitoring and Evaluation Associate will be hired to strategize and implement the planning, monitoring and evaluation of PREP-ICCTF as well as PREP-ICCTF funded project activities. The Monitoring and Evaluation Associate will be responsible for developing the impact evaluation design and performance management plan for the project, including performance monitoring criteria. The Monitoring and Evaluation Associate promotes a collaborative, client-oriented approach consistent with Government of Indonesia and UNDP rules and regulations.

Duties and Responsibilities

  • Implementation of operational strategies
  • Monitoring and evaluation system of PREP-ICCTF and PREP-ICCTF funded projects
  • Facilitation of knowledge building and knowledge sharing

1. Strategizes, plans, and ensures implementation of operational strategies, focusing on achievement of the following results:

  • Full compliance of monitoring and evaluation follow up with Government of Indonesia and UNDP rules, regulations, policies and strategies on the PREP-ICCTF project
  • PREP-ICCTF monitoring and evaluation business processes mapping and elaboration/establishment of ICCTF Standard Operating Procedures (SOP) in monitoring and evaluation, control of the workflows in the PREP-ICCTF with regards to monitoring and evaluation.
  • Routine monitor of monitoring and evaluation mechanism in PREP-ICCTF and PREP-ICCTF funded projects.

2. Develop a monitoring and evaluation system for PREP-ICCTF and PREP-ICCTF funded projects, focusing on achievement of the following results:

  • Monitoring and evaluation system management in accordance with the PREP-ICCTF SOP, Government of Indonesia and UNDP rules and regulations.
  • Development of monitoring and evaluation plan, including appropriate output and outcome oriented monitoring indicators and monitoring systems, and impact evaluation design.
  • Support to PREP-ICCTF and PREP-ICCTF funded projects in project cycle of planning, monitoring and evaluation and assure timely generation and delivery of the required planning documents and project reports, with a strong outcome-orientation.

3. Support facilitation of knowledge building and knowledge sharing in the ICCTF Secretariat and ICCTF project proponents, focusing on achievement of the following results:

  • Support to the ICCTF Secretariat to facilitate the transition of relevant financial, monitoring and evaluation activities from PREP-ICCTF to the fully nationally  managed ICCTF
  • Planning and organization of training and capacity building for operations/ projects staff and project proponents on monitoring and evaluation.
  • Synthesis of lessons learnt and best practices in monitoring and evaluation.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  •  Bachelor Degree or equivalent in International Relations, Political Science, Economics or related social sciences.

Experience: 

  • Minimum 6 years of relevant experience in international development issues. Some experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters.  Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  •  Fluency in English and national language of the duty station.
