Background and Context
 
The UN Trust Fund in Support of Actions to Eliminate Violence against Women and girls is a leading global multi-lateral mechanism supporting local, national and regional efforts to end violence against women and girls, one of the most widespread human rights violations in the world. It was established in 1996 by a UN General Assembly Resolution, designating the United Nations Development Fund for Women and girls (UNIFEM, now part of UN Women) as the UN Trust Fund’s Administrator on behalf of the UN System.
 
Since its inception and through 2009, the Fund has supported 304 programmes in 121 countries and territories with over US$ 50 million. The UN Trust Fund projects focus on supporting the implementation of national laws, policies and action plans that address violence against women and girls, and support both multi-sectoral responses to victims/survivors as well as primary prevention. Grantees, comprising government and non-governmental organizations, have engaged diverse actors, including a wide range of ministerial and local government sectors and entities, as well as women’s, men’s and youth groups and networks; indigenous communities; faith-based and traditional leaders; human rights organizations; academic and research organizations; and the media. Since 2008, UN Country Teams are also eligible applicants, on government request and in close partnership with civil society and women’s organizations.

Purpose, Goal and Objectives
 
A key goal of the UN Trust Fund is to become a state-of-the-art global knowledge hub for good practices in programming focusing on how to end violence against women and girls. An important component of realizing this goal is to assist recently funded UN Trust Fund Grantees to enhance their skills on evidence based programming, monitoring, evaluation and knowledge management. 
 
The UN Trust Fund holds regional skills-building workshops for newly funded grantees in order to ensure evidence-based programming, monitoring and evaluation at the outset of programme planning and design.   The Fund made important progress in recruiting and partnering with leading research institutions devoted to ending violence against women and girls, with whom collaboration was established on training and technical assistance components for grantees on evidence-based programming, monitoring and evaluation. The UN Trust Fund is developing a training curriculum, used in previous regional skills-building workshops, which is part of the capacity development programme institutionalized into the UN Trust Fund’s operations.
 
The workshop, using the training curriculum, will cover the following content:
  • Global overview of Violence against Women (VAW), including best practices in interventions to address VAW;
  • Methodological and ethical challenges for studying VAW;
  • How to design evidence-based interventions;
  • What is monitoring and evaluation and how to develop appropriate indicators for different types of interventions;
  • Quantitative and qualitative methods for monitoring and evaluation;
  • How to report and use findings for improving programs and policies.
This year, the UN Trust Fund will hold the regional workshop for its grantees based in Central and Eastern Europe and the Commonwealth of Independent States and Asia and Africa states from November 8th – 12th 2010in Bratislava, Slovak Republic.
 
To this end, the UN Trust Fund seeks to hire experts on violence against women to serve as trainers to deliver the prepared curriculum at the workshop in Bratislava.

Duties and Responsibilities

Tasks and Responsibilities
 
In order to function as a trainer at the UN Trust Fund workshop, the selected candidate will be responsible for the following tasks under the guidance of the UNIFEM Sub Regional Office in Bratislava and in collaboration with the UN Trust Fund Secretariat in New York.  Working in a team of trainers, the candidate will:
  1. Deliver specific sections of the curriculum provided by the UN Trust Fund;
  2. Review and comment on the proposed agenda and provide changes if necessary prior to the training;
  3. Prepare and review the assigned sections, before the workshop, responding to any requests for customization of the training programme according to the needs of participants;
  4. Ensure availability for any necessary ad-hoc consultations or questions by participants during workshop duration;
  5. Share knowledge throughout the duration of training period on good practices to end violence against women and girls in order to enhance the learning of UN Trust Fund grantees;
  6. Submit a final summary report about the workshop describing the training methodology and results upon completion of the main tasks.

Duration and Management

The duration of the contract is 15 days, within which 5 days (November 8th—12th) will be on-site in Bratislava for training at the UN Trust Fund workshop. The contracted individual will work under the direct supervision of the UNIFEM Sub Regional Office in Slovak Republic in addition to support from the UN Trust Fund Secretariat in New York.

UNIFEM is looking for applicants with the following competencies:

  • Thorough understanding of gender equality, human rights and international development
  • Demonstrated interpersonal communication skills (verbal, written, listening);
  • Experience and understanding of the regional and sub regional context;

Required Skills and Experience

Education:

  • At least a Master’s degree in relevant fields, Ph.D. preferred

Experience:

  • More than fifteen years of experience in gender programming and demonstrated research experience on Ending Violence Against Women issues
  • Four to five years experience in training delivery of monitoring and evaluation of development programmes with a focus on gender equality
  • Experience in participatory approach is essential as well as excellent facilitation skills and ability to manage diversity of views in different cultural contexts.
  • Publications on relevant topics of gender based violence and women’s empowerment

Language Requirements:

  • Fluency in oral and written English; knowledge of another UN language desirable although not required
