Background

2010 will mark 10 years since the adoption of Security Council Resolution 1325. This provides a great opportunity to assess achievements and gaps and advocate for stronger implementation of SCr1325 by Member States. Over the next one year the Governance, Peace and Security section of UNIFEM will work closely with other UN agencies (such as DPA, UNDP, DPKO and UNFPA), government counterparts and civil society partners to ensure stronger implementation of SCr 1325.
 
The Project Coordination Specialist position will support the sections efforts to prepare for a 10 year-review through: 1) support to country level efforts to develop National Action Plans on SCr1325 and peace consolidation indicators 2) Building a Knowledge base and tools for advocacy and 3) Global summit for review of SCr 1325 implementation.

Duties and Responsibilities

Under the overall supervision of UNIFEM's Chief Advisor, Governance, Peace and Security Adviser, the Coordination Specialist will support the programming and advocacy work of the GPS section in the following ways: 

Provide support to UNIFEM country teams for the development of National Action Plans on SCr 1325 and Peace Consolidation Indicators:

  • In consultation with UNIFEM country teams, UNFPA and other UN organizations, organize national workshops on indicators to support implementation of SCr 1325; provide support to UNIFEM country offices to engage with government, NGO and other key stakeholders for the organization of these workshop
  • Identify, jointly with counterparts, the expertise required for these workshops; liaise with the international experts and coordinate their missions;
  • Ensure synergies with similar and relevant activities conducted by other organizations or institutions, at national and regional level, and with other programmes and geographic sections within UNIFEM
  • Liaise with media for relevant dissemination of results
  • Support for aggregation of findings of this work into a global indicator review process and global conference on the subject. 
  • Maintain effective partnership with Government institutions, UNIFEM and other UN colleagues, other implementing partners to exchange critical and technical information and resolve project implementation issues to ensure results are achieved as planned.
  • Management of the financial and administrative requirements for this work including hiring consultants, managing budgets etc; liaise with the Operations section to ensure necessary contractual arrangements; and fund disbursals are complied with.

Coordination of GPS preparations for 1325 plus 10, and follow-up

  • Event management for selected international and national workshops/conferences linked to UNIFEM's work on 1325 plus 10, including setting in place logistics and budget management frameworks, preparation of agendas in consultation with substantive experts, preparation of media and other dissemination processes.
  • Report-writing and implementing follow-up strategic planning to advance the women pace and security agenda.


Co-ordination of Knowledge Production processes related to SCr 1325 and of other knowledge products created by UNIFEM's governance peace and security section

  • Support for knowledge product production and dissemination related to the assessment of implementation of 1325.
  • Coordination of other GPS events and knowledge production processes linked to governance and peace and security, at the request of the Chief Advisor. This may include coordination of inputs to Progress of the World's Women 2010-11, coordination of inputs to programme monitoring databases on women and elections, or women's access to justice, coordination of inputs to inter-agency review processes on governance and / or peace and security.
  • Coordination of inputs to UNIFEM annual reporting processes and to GPS annual reporting as requested.

Coordination of GPS partnerships in relation to the section's work

  • Liaise with other UN agencies and international NGO to identify and create join programming opportunities in the area of SCr 1325
  • Establish dialogue with donors, in particular with private institutions, to represent UNIFEM's work on SCr 1325, maintain effective working relationship, and sustain interests and cooperation.
  • Submit recommendations for resource mobilization to encourage donor interests and increase funding; negotiate memoranda of understanding,
 
Undertake other tasks as necessary and required by the GPS Advisor.

Competencies

  • Excellent interpersonal and networking skills, and ability to work in multi-cultural and multi-disciplinary environments; ability to build and promote partnerships across the organization and beyond.
  • Excellent coordination and management skills including proven ability to manage complex conferences and events, coordinate logistics, and ensure completion and dissemination of reports or media accounts; ability to work under pressure on multiple projects whilst maintaining high-quality and timeliness.
  • Strong communication and writing skills, and ability to convey complex ideas to diverse audiences using multimedia. Direct experience working with graphic designers, visual media producers and journalists is an asset.
  • Strong understanding of statistical-based research and data analysis, and capacity to visually represent quantitative information. Mastery of MS Excel and knowledge of STATA and SPSS are assets.
  • Demonstrated ability to work in a team and in a cooperative and productive fashion both with internal and external colleagues.
  • High level of initiative and self-motivation

Required Skills and Experience

Education:

  • Masters degree in the fields of gender, development, economics or international relations or a related discipline

Experience:

  • Minimum of 5 years of professional experience combined at national and international level in advocacy, communication and project management
  • Previous working experience in the area of women, peace and security
    Experience in leading/managing knowledge product development and dissemination

Language Requirements:

  • Excellent knowledge of English. Knowledge of another UN language is desirable
