Background

The overall mandate of the United Nations Department of Safety and Security (UNDSS) in Sudan is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

UNDSS Sudan is supporting the UN Agencies and Non-Governmental organizations so as to enable them to conduct their operations in the safest way possible. To address the need to improve the safety and security of UN and NGO staff working in Sudan, UNDSS Sudan has been conducting pre-deployment field security training to UN staff and INGO's. This project aims to fill an identified gap in Sudan and implement training and information sharing mechanisms between UN agencies and NGO's.

This is a Development Project Funded (DPF) post.

Duties and Responsibilities

Under the overall management of Chief Security Advisor (CSA) and direct DSA operations, the Liaison and Training Officer will perform duties and responsibilities in accordance with the objectives and activities in the work plan and other duties as requested by UNDSS.

Specifically, the duties and responsibilities of the incumbent are:

Mass Casualty Incident Contingency Planning

  1. Assess current medical and mass casualty preparedness plans and response mechanisms currently in place in the North Sudan area, and submit to management a report with recommendations on how to improve  implementaiton of MCI and medical plans.
  2. Facilitate a  coordinated preparedness of MCI and medical response plans and responses between UN mission, UN agencies and I/NGOs.
  3. Work with local community emergency response entities to ensure that all planning and implementation mechanisms utilize, where applicable, local resources.
  4. Update, develop and implement MCI preparedness and response plans for UN agencies and I/NGO's.
  5. Train and capacity build UN agency and INGO staff, and local community responders in MCI preparedness and response procedures.

Training

  1. Assess current security learning needs and priorities for the 12 month project.
  2. Provide Basic Life Support Responder Training to meet identified needs, and to ensure MCI response plans have the required capacity.
  3. Review, revise and/or implement UNDSS mass casualty training lesson plans and training material.
  4. Develop a medical quick reference pocket book for UN and I/NGO staff to be deployed to Sudan.
  5. Provide standby emergency medical assistance during SSAFE training.
  6. Run workshops where appropriate on contingency planning with the INGO Community.

Partnership and Liaison

  1. Set up a security help desk for I/NGOs to contact, modules/areas of support to be based on the learning needs assessment.
  2. Ensure there is an information management mechanism established for sharing relevant information to the INGO community.
  3. Work closely with other security training providers NGO liaison officers.
  4. Provide internal capacity building opportunities and continuous mentoring of staff.

Conduct other tasks as determined by the Chief Security Advisor.

Required Skills and Experience

  • Advanced university degree (Master's or equivalent) in Disaster or Emergency Management, Political Sciences, Military Sciences, Public Administration, Law Enforcement, Law or related fields: A first-level university degree in combination with relevant experience may be accepted in lieu of the advanced university degree. Preference would be given to those who has strong training experience, Battle Area Life Support or Emergency Trauma Bag Qualifications. Experience in working with Humanitarian Organizations/INGOs is an asset.
  • Minimum 5 years experience in training and development of training materials.
  • Additional training or experience in a broad range of related fields, such as paramedics including Basic Life Support.
  • Previous UN medical system/internationa medical experience or military medical experience with prioirity in international tasks is highly desirable.
  • Previous experience in developing emergency contingency plans.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is desirable.
  • Preference for SSAFE trained.
  • Fluency in English.
