Background

The key objective of this project “Support to Monitoring PRS and MDG in Bangladesh” is to enhance and support the alignment of both national and sub-national development priorities in Bangladesh with the Millennium Development Goals (MDGs). As such, the project consists of two primary components: National level policies, advocacy and monitoring; and Localizing MDGs.
The UNDP Country Office in Bangladesh supports Bangladesh Government through policy and program support activities, MDG planning, capacity building and knowledge creation in monitoring poverty reduction strategies (PRS) and MDGs. In this context, the ongoing project at the General Economic Division of Planning Commission envisions to provide technical assistances in the area of 1) Reinforcing MDGs/PRS policy analysis and monitoring, 2) Improving strategic planning & forecasting system, 3) Strengthening capacity building for policy and plan development, 4) Raising public awareness of the MDGs in Bangladesh, 5) Localizing MDG at the sub-national levels and strengthening the capacity of local government in local level planning (6) Supporting Project execution and management.
 
The Project Manager for this project will work under the matrixed supervision of the National Project Director and UNDP Country Director. The Project Manager will be responsible for leading the project team both at the national and sub-national levels through planning, implementing and managing the delivery of the project results like policy papers, knowledge products, capacity development, sub-national level plans and strategies and other results approved in the project document or annual work plans.

Duties and Responsibilities

Summary of Key Functions:
Management:
  • Facilitate the day-to-day functioning of the Project/team. Manage the human and financial resources, in consultation with the Management, for achieving results in line with the outputs and activities outlined in the project document
  • Together with the Implementing partner GED of Planning Commission , facilitate the day-to-day functioning of the project team and implementation of project activities. Manage the human and financial resources, in consultation with the UNDP and GED senior management, for achieving results in line with the outputs and activities outlined in the project document.
  • Lead the preparation and implementation of the annual results based work plans and result frameworks as endorsed by the management.
  • Lead in the coordination of project activities with related and parallel activities both within UNDP and with external agencies and both at the national and sub-national levels.
  • Prepare monthly and quarterly progress reports and organize, correspondingly, monthly and quarterly progress reviews.
  • Organize meetings of the Steering Committee, Advisory Panel (if relevant) and support the Management in the organization of the Management Board ( steering committee) meeting as well.
  • Manage the human and financial resources of the project and coordinate the work of all project components. Coordinate the distribution of responsibilities amongst team members and organize monitoring and tracking system of all components of the project.
  • Establish rapport with Government counterparts and partners both at the national and sub-national levels.
  • Establishing an effective M&E system to assess achievement of related objectives and identify problem affecting project performance
  • Maintaining liaison and linkages with various service providing organizations and the NGOs working in the similar field.
  • Ensuring an enabling working environment for all staff so that no workplace harassment, sexual harassment or abuse of authority take place
  • Ensuring visibility of UNDP support
Knowledge Services:
  • Lead the process of knowledge captures of national, regional and global know-how in the subject area and production of knowledge-based products.
  • Manage or support the formation of national and regional panel of thematic working groups to guide the work of the project’s relevant components.
  • Lead the process of knowledge creation and dissemination related to national, regional and global know-how in the subject area. In this context, partner with practitioners and members of the National think tanks, UNDP global networks, leadership of the practice and sub-practice teams in RBAP, BDP and other related Bureaux on knowledge management services.
  • Organize internal and external networks or communities of practice covering prominent experts in government, non-government, think tanks, private companies, international development organizations and the UN system.
  • Advocate and disseminate the information to donors for the mobilization of the resources to expand the pilot experience in other divisions;
 
Policy and Programme Services:
  • Provide intellectual or substantive leadership in the subject area through identification of key policy issues and formulation of best possible and alternative policy and programme options for Bangladesh. Stimulate strategic thinking in the subject practice area, taking into account the needs of country as well as the opportunities to develop broader public goods;
  • Provide support to the Planning Commission advisory services in aligning the MDG with the NSAPR and Sixth Five year plan of the country
  • Map on a consistent basis the development issues, covering the situation and strategic opportunities in the form of professional papers and reports.
  • Support the GED to monitor the process of implementing policy and plans as well as delivery of policy and planning products. Ensure highest UNDP standards in the provision of technical and advisory inputs, organization of workshops, seminars, training and delivery of outputs (products).
  • Promote convergence between the different development interventions in the relevant area of poverty reduction and MDG and also with the work of the different development national and international agencies.
  • Identifies opportunities to enhance team-work within and across various government agencies both at the national and sub-national levels
  • Lead the analytical and policy development work of the team and ensure high quality policy or knowledge products. Promote the substantive quality of all knowledge products, reports and services, and ensures effective integration and compatibility with other practice areas.
  • Supervise the project’s capacity building efforts aimed at government counterparts, civil society groups, media and other stakeholders.
  • Contribute to the production reports and publications, and serve as peer reviewer.
  • Coordinates with various government and non-governmental agencies regarding requests for advisory and support services and lead the support from the project as required by the stakeholders.
  • Ensure programme outputs are aligned procedurally with UNDP positions and practice area development
 
Partnerships and Resources:
  • Mobilize and network with the experts of national and regional offices of the UN System, international development organizations, sub-regional and regional associations, affiliations and bodies (inter-governmental, non-government or private sector) and prominent private sector organizations.
  • Establish partnership with the academic institutions within and outside the country for capturing the knowledge  
  • Establishing linkages with other UNDP projects being implemented in the two divisions and developing networking among the projects to have comprehensive UNDP impact at the community/local level
  • Prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector.
 
Impact of Results:
The key results will have an impact on the overall achievement of the MDGs in the country and success in implementation of operational strategies of the project. Accurate analysis and presentation of MDG related information together with top quality managerial support to the General Economics Division of Planning Commission to ensures effective implementation of PRS & MDG project and to achieve its stated objectives with sustainable effect on Government capacity development endeavors.

The incumbent will be dealing with high-level government officials, technical specialists and senior management of international agencies. Accordingly, s/he needs to have the experience and gravitas to operate at this level.
  • Proven managerial skills, especially with regard to finance and human resources
  • Excellent knowledge and experience in project management, MDG and poverty reduction, local governance and capital grant to community, women’s empowerment, livelihood issues. Solid understanding of gender equality and gender mainstreaming approach in programmatic and organizational levels would be considered as added advantage.  
  • Proven interpersonal and team-management skills with a focus on, with a commitment to working in cross-cultural and cross-disciplinary teams
  • Excellent writing skills, as well as strong analytical aptitude, organizational, communication and presentation skills is required
  • The incumbent should also be well published, competent and knowledgeable on development issues, especially poverty reduction and human development concepts and methodologies
  • Proven track record of sensitivity to gender issues
  • Familiarity with the United Nations and its principles and field activities will be an advantage.
  • Good interpersonal skills; wide travel, and understanding of Asia-Pacific culture and customs is an advantage.

Required Skills and Experience

Education:
  • Masters from an accredited educational institution in Public Administration, Business Administration, or Development Management or related field
Experience:
  • 10 years relevant work experience is required of which at least ten years should be with international organization, and at least five years should be in capacity strengthening of Government both at the national and sub-national levels.
  • At least 7 years experience of dealing with policy makers and senior technical specialists and working with the local government institutions.
  • Thorough knowledge regarding the alignment of development intervention with achieving the MDGs is strongly preferred.
  • Technical expertise related to the engendered planning, management, implementation, monitoring, evaluation and information dissemination for projects of similar scope and scale to planning and monitoring both at the national and sub-national levels is required.
Language Requirements:
  • Fluency in English and language of the duty station is preferred.
