Background

Under the guidance and direct supervision of the Policy Advisor for Public Administration Reform (PAR) and Anti-Corruption (AC), the Policy Support Officer is responsible for assisting the work of the Policy Advisor, in close collaboration with the staff of the Policy Advisory Team, the Governance Cluster, the operations team, programme staff in other UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society.

Duties and Responsibilities

Summary of Key Functions:
  • Implementation of policy research and analysis
  • Contribution to the forging of strategic partnerships with national stakeholders and development partners
  • Provision of high quality policy advice services to the Government and facilitation of knowledge building and management
  • Provision of administrative support to the PAR and AC Policy Advisor.
1. Implementation of policy research and analysis focusing on achievement of the following results:
  • Thorough analysis and research on PAR and AC in the country and preparation of substantive inputs to policy advisor and senior management
  • Monitoring Vietnamese media, Government laws/decrees/announcements and other sources of information to keep abreast of new developments and debate on issues related to PAR and AC in Viet Nam, analyzing and summarizing this information and briefing the Policy Advisory Team and other colleagues in UNDP as appropriate in a timely and proactive manner;
  • Support to identification of areas for research and interventions in PAR and AC.
  • Contribute to, and monitor the implementation of pilot policy interventions in PAR and AC
2. Forging of strategic partnerships focusing on achievement of the following results:
  • Contribute to the development of strong partnerships with national counterparts, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects.
3. Ensures provision of high quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Researching and analyzing topics relevant to public governance  in Viet Nam under the guidance of the policy advisors;
  • Identifying and liaising with resource persons and materials within Viet Nam on PAR and AC
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Provide substantive contributions to UNDP policy papers on PAR and AC
4. Provision of administrative support to the PAR and AC Policy Advisor:
  • Support the implementation of policy activities in line with UNDP processes and using the ATLAS system
  • Documentation and Record Keeping of the wide variety of documents, reports, presentations, and correspondence at the request of the policy advisor;
  • Maintain effective office filing and record keeping systems, both hard and soft versions;
  • Maintain a calendar of relevant forthcoming events;
  • Keep an up-to-date database on all relevant individuals and institutions including their coordinates and mailing list;

Impact of Results
The key results have an impact on the success of the work of the Governance Policy Advisors. In particular, the key results have an impact on the design, operation and programming of research and other activities by the PAR and AC Policy Advisor, and in the creation of strategic partnerships between UNDP’s Policy Advisory Team and the Government of Viet Nam.

Required Skills and Experience

Education:

  • Master’s Degree in Social Sciences, Political Sciences, Public Administration, or related field (international level degree is preferable).  

Experience:

  • 2 years of relevant work experience on governance-related issues in Viet Nam. 
  • Computer literate (fully competent in MS-Office based applications and internet research)
  • Ability to work in diverse multi-cultural team environments

Language Requirements:

  • Fluency in English and Vietnamese
