Background

The Operations Manager supports the work of the Gender Team in UNDP’s Bureau for Development Policy and has an important role to play in informing management decisions.  He/she often represents the Team at corporate meetings addressing management issues. The Operations Manager should be able to work independently and assume leadership positions when required.

Duties and Responsibilities

Project Budget

  • Produces finance managerial information such as:  programme and project financial reports, including analysis of income, expenditure. Monitors and updates financial data relating to the Gender Team. Ensures that all required reports are provided on a timely basis.  Responsible for financial analysis of programmes and projects.
  • Supports fund managers in project budget formulation, budget revisions, and project budget monitoring.
  • Provides support to Gender Team members on UNDP programme and project budgeting and accounting rules and procedures.

Project Finance

  • Provide support to the fund managers of the Gender Team in their management of their programme/project portfolios by monitoring the allocations and cash balances in Atlas (the organization’s ERP). Maintain a check and balance system in the Team to ensure adequate spending against available funds.
  • Support the establishment of ASLs for each project by ascertaining that sufficient income has been received or pledged.
  • Guide the fund managers to ensure that all indirect costs associated with the administration of the trust fund and other third-party cost sharing arrangements are covered in accordance to Thematic Trust Fund and other fund agreements.

Office Budget

  • Assists the Director of the Gender Team in controlling the Team’s core and non-core resources.
  • Assists in liaising with the Directorate and PSU on the Team’s annual administrative allotments and mid-year revisions.
  • Responsible for preparing and analyzing Financial Reports for the Director of the Gender Team.

Procurement

  • Assists in the procurement issues ensuring transparency, accuracy and cost-effectiveness.
  • Prepares documentation for presentation to the Contracts, Asset and Procurement Committee and represents the Team, as needed, at the Committee, ensuring compliance with UNDP regulations.
  • As needed, prepare Request for Proposals as per UNDP procurement guidelines for sub-contracting out to academic institutions, NGOs, etc.
  • Prepares contractual documents (consultants and contractual services) for procurement of equipment and/or services, all in accordance with established procedures for the Gender Team’s programmes and events.  This includes putting together price analysis and comparisons, liaising with potential consultants, etc. and soliciting necessary documents. Is also responsible for the review of contract documents for the Team, ensuring quality, adequacy, accuracy.
  • Supports the Gender Team in any other HR related issues by liaising with HR specialists and advisors.
  • Establishes and maintains records (follow up systems, including Atlas routine) so as to produce managerial information and other corporate reports on real time. Uses IT resources available in UNDP office to improve the level of efficiency of the Gender Team.
  • Performs the following tasks in Atlas: operate Atlas Budget sub-module, particularly those concerning purchase requisition and purchase order formulation; support Gender Team members in the approval processes in Atlas; and any other relevant matters.
  • Keep up to date with new releases vis-à-vis Atlas and UNDP regulations, and exchange information
  • Training and Help Desk  in Atlas System
  • Provides training on Atlas and procedures regarding Project and Procurement Modules  for Gender Team users;
  • Interacts with Atlas users to identify new demands

Competencies

  • Extensive experience with Microsoft Office, Microsoft Outlook & the Internet. 
  • Minimum 3 years of practical experience in ERP. Ability to quickly learn corporate software applications is a definite advantage.

Required Skills and Experience

  • Advanced university degree (Masters) in accounting or business administration
  • 5 years of progressively responsible experience in finance and related areas, including at least 3 years of practical experience with an ERP system.
  • Fluency in English is required. 
  • Working knowledge in Arabic, Chinese, French, Russian or Spanish would be an asset.
