Background

UNDP Bangladesh, in line with its Country Programme Action Plan (2006-2010) with the Government of Bangladesh is committed to assist in strengthening the Parliament to improve its (i) legislative capacity, (ii) oversight functions and (iii) democratic practices through institutional and operational reforms.
 
A fifteen months UNDP Preparatory Assistance (PA) programme for Parliament which involved strengthening the capacity of the institution and providing policy advice and technical support concluded on 30 June 2010. Following extensive consultation and planning during the PA and with the approval of the Parliament and the government the ‘Improving Democracy through Parliamentary Development’ (IPD) project 2010 to 2014 commenced on 1 July 2010.

Duties and Responsibilities

The ICT Manager will be responsible for providing leadership, high level policy advice and effective project management to achieve ICT related goals. The ICT Manager plays a key role in the effective functioning of the project and promotes a quality client-based and results-oriented approach to their work.

The position holder will work under the guidance and supervision of the Project Coordinator. This position holder will provide guidance and supervision to the ICT Management Assistant and ICT support staff to the Parliament recruited through the project.  The position impacts across all functional and programme areas of the project and is therefore critical to project success.
 
The ICT Manager is expected to :

  • Developing a comprehensive ICT plan that addresses risk management, contingency and business continuity and training of members and staff  of the Parliament;
  • Developing and maintaining an effective  network and  data centre;
  • Work collaboratively to ensuring the effective functioning, administration and backup of the Parliament’s ICT systems;
  • Build strong and effective relations with the ICT wing of Bangladesh Parliament;
  • Provide web development and management services;
  • Train and mentor staff and ensuring the facilitation of knowledge building and knowledge sharing; Identify  opportunities and ways of converting business processes into ICT and web-based systems to address the issues of efficiency and access to information (office management systems, knowledge management systems);
  • Identify  different systems and applications for optimal content management, knowledge management and sharing of information; 
  • Establish  an efficient asset management system which effectively manages the purchase, allocation and maintenance of hardware and software supplies, 
  • Establish an efficient, proactive and responsive help desk service which meets the needs of Members and staff.  
  • Establish and manage   network utility procedures including defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access rules and guidelines.
  • Support the project management in creating a positive and appreciative atmosphere for team-based work in Project and be an advocate for such work;
  • Disseminate  information on best practices and be active member of the UNDP ICT networks

Impact of results

The key results have an impact on the overall success of the UNDP IPD project and as a result impact on UNDP country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the overall effectiveness of the Bangladesh Parliament and its secretariat.

Required Skills and Experience

Education:

  • Masters in Computer Sciences and Engineering or comparable studies from a reputed university.

Experience:

  • Minimum 3 years ICT management experience including network administration and use of hardware/software,
  • Telecommunications facilities, knowledge of database packages, experience in web design, and electrification.
  • Working experience with government or international organizations on ICT and LAN related matters
  • Knowledge on Government and UNDP procurement policy will be considered as an asset;
  • Knowledge on Government procedures especially on Parliament procedures and system will be an asset.

Language requirements:

  • Fluency in written and speaking both in Bangla and English
