Background

To ensure sustainability of the photo voter registration process initiated through the PERP project, server facilities are being constructed by CSSED Project at the upazilla, thana, district and regional levels to allow for decentralization of the process. These facilities will house the server, computers, printers, network, equipment and staff necessary to maintain and update the voter’s list. They will also provide storage space for forms and other materials required in the voter registration process and will provide a location for voters to add their names to the list or update their registration details. These “server stations” will serve as a place where voters and political parties can make enquiries regarding voter registration and other election matters. The utility of the server stations has increased with the BEC’s new mandate to issue national ID cards; voters will also be able to obtain their ID cards at these stations. Additionally, the Election Commission Secretariat will communicate with all local offices through the new centres.

Through the CSSED project, government agencies LGED and PWD are overseeing the construction of 396 upazilla server stations for the electoral database, as well as 19 thana server stations in the city corporation areas, 54 district server stations in district headquarters and 9 regional server stations. The scope of work includes preparing engineering drawing & designs, land acquisition, building construction, electrical connectivity, sanitation hook-ups and completion of internal roads.
The constructions of upazila server stations are under the overall responsibility of LGED while PWD is mandated to construct the thana, district, and regional stations.

The Account & Finance Assistant will work under the overall guidance of the Project Manager/Accounts Officer. S/he will provide assistance to the accounts officer & project management team in budgetary and financial management activities of the project office. S/he will work closely with UNDP Result and Resources Management Unit, Programme cluster, Government officials, private sector, non-government and civil society organizations.

Duties and Responsibilities

The Account and Finance Assistant is a full time member of the Project Team based in UNDPs Project Office and will report directly to the   Accounts Officer / Project Manager. He will have the following duties and responsibilities :

  • Carry out all day to day budgetary and financial management programme of the project; 
  • Assist the Accounts Officer and Project Manager   for all kinds of financial/accounting  work and project  management related activities including liaison with different government agencies/UNDP/donor partners, NGOs and other key stakeholders; 
  • Maintain inventory of program assets and provide logistic support to workshop/seminar and other program activities;
  • Provide assistance to prepare periodic accounting records, maintain delivery records, make program transactions in UNDP format,
  • prepare draft budget revisions, shadow budgets, cost sharing and other financial and accounting reports;
  • Support to make disbursement from petty cash and maintain expenditure statement, cashbook, bank register; 
  • Prepare status report, progress reports, Annual Development Programme (ADP) report, IMED reports, ERD reports, and other required financial reports;
  • In addition to general administration responsibilities, also supervise directly and indirectly tasks of the other support staff under the project;
  • Assist NPD for ensuring Government allocation of CD/VAT for the Project for procurement of project equipment by UNDP;
  • Assist in setting up internal control system and financial data as per GoB and UNDP guidelines; 
  • Any other job as assigned by the Accounts officer, Project Manager and the National Project Director.

Any other relevant tasks that may emerge as important in the course of this assignment, and which deems to be appropriate for the Project Manager to undertake.

Required Skills and Experience

Education:

  • Bachelor’s in Commerce, Business Administration, Accounts, or Finance

Experience:

  • At least 2 years practical experience in UN related projects, international development       organization/reputed multinational organization/corporation;
  • Familiarity with UNDP and national execution rules, regulations and procedures;
  • Strong understanding of budgeting and the UN/GoB accounting system—candidates familiar with UNDP administrative, program, and financial procedures preferred 
  • Ability to use MS Office packages under the Windows XP Professional Environment;
  • Initiative, sound judgment, and capacity to work independently ;and 
  • Knowledge in general administration, PPR, taxation, CD/VAT and budgeting will be treated    as an extra advantage.

Language Requirements:

  • Fluency in written and spoken English and Bengali.
