Background

The UNDP Office in Ukraine has initiated the collocation of several UNDP projects into one premise with the aim of improving effectiveness and efficiency of project implementation and achieving economies of scale. In order to effectively organize the common services in the new premises, these services will be shared by all projects in the premises and provided by a dedicated project personnel.

Organizational Context
Under the guidance and direct supervision of the ICT Associate (ICT Manager), the ICT Helpdesk provides daily technical support to end-users on the information management tools and technology infrastructure in the common premises,

The ICT Helpdesk works in close collaboration with CO ICT Unit staff for ICT-related issues. The ICT Helpdesk promotes a client-oriented approach.

Duties and Responsibilities

1. Provides IT support to the end-users: 

  • Gives daily on-the-site support to end-user on the use of software and hardware to the projects in the common premises;
  • Trouble-shoots on operational IT problems assists in finding solutions;
  • Provides IT-related support to organization of project events in the shared premises and external locations, as necessary;
  • Assists in preparation of specifications and configurations for purchasing of computer equipment and/or expendable materials.

2. Monitors and controls the functioning of the ICT hardware and software in the shared premises:

  • Monitors the use of ICT equipment, organizes for periodic maintenance and/or replacement (as necessary and in consultation with the CO) of hardware electronic components (disks, memories, network wiring, power sources, etc.) and organizes for routine repairs;
  • Assists in the installation of commercial and in-house software and related upgrades;
  • Assists in upgrading operating systems and anti-virus programs on a timely and regular basis;
  • Supports the users in backing up and restoring their files, as well as in virus detection, removal and prevention;
  • Supports PABX and telephony infrastructure.

3. Supports network administration and security:

  • Responds to the needs and questions of end-users regarding network access;
  • Implements security measures as per the guidance of the CO;
  • Assists in trouble-shooting and monitoring of network problems.

4. Facilitation of knowledge building and knowledge sharing:

  • Participation and assists in the organization of training for the personnel on ICT issues;
  • Trains new project personnel on how to use UNDP-specific applications such as Sharepoint;
  • Gives training for the end-users on usage of ICT resources, as necessary.

Measurable outputs of the work assignment:

The key results expected from the ICT Helpdesk Specialist are:

  • Quality end-user support and advice to the staff;
  • ICT equipment and LAN maintained operational and in good working conditions;
  • End-users computers protected from virus attacks;
  • Backups are performed regularly and ICT security measures regularly conducted;
  • Quality ICT support given to project events.

Required Skills and Experience

  • Secondary education is required. University Degree in Computer Science would desirable.
  • Minimum 5 years of relevant working experience, including end-user-support, network administration, support to management of hardware and software platforms, support of telecommunications facilities, knowledge of Windows desktop and server operating systems, office software, other generic applications.
  • Fluency in English and national language of the duty station (Ukrainian or Russian).
