Background

The promotion of education without gender bias and integration of gender knowledge and gender sensitivity into the educational system is considered as one of the aims of the EOWR Programme. The expected general output of realization of this component of the Programme is ensuring the system of education is free of gender biases and stereotypes, gender-balanced information is provided in programmes, textbooks and education curricula.

The implementation of the Programme within this Component will cover:
  • support to introduction of a pedagogical methodology on gender standards for teachers of secondary and high schools of Ukraine;
  • building capacity of teachers in overcoming gender biases in education and integrating gender knowledge and gender sensitivity in the system of education of Ukraine; 
  • facilitating of introducing gender sensitivity in the Ukrainian society through education system, namely.
Recently Ukraine demonstrated its support to the elimination of gender inequality in the national education system through the Law of Ukraine “On Ensuring Equal Rights and Opportunities of Women and Men” and in the tasks of the State Programme of Ensuring Gender Equality in Ukrainian Society 2010. In this regard the Programme would like to promote delivering of lessons on gender issues in schools. For this purpose the National Expert on Holding Competition for Teachers on the Best Lesson on Gender Issues will be recruited.

Objective

The objective of this activity is to hold a competition for teachers of the best lesson on gender issues in all regions of Ukraine.

Duties and Responsibilities

  • Conduct consultations with the EOWR experts on gender mainstreaming into education. Timeline - Throughout the assignment;
  • Conduct consultations with gender focal points and a gender working group of the Ministry of Education and Science of Ukraine on holding the Competition. Timeline - Throughout the assignment;
  • Elaborate the Rules of Procedure of the Competition for teachers on the best lesson on gender issues and obtain the approval form the EOWR Programme and the Ministry of Education and Science of Ukraine. Timeline - October 2010;
  • Organise and monitor the holding of the Competition in all regions of Ukraine. Timeline - October-November 2010;
  • Moderate the final event of the Competition. Timeline - November 2010;
  • Develop and provide to the EOWR Programme a final report upon the work completed (3-4 pages A4). Timeline – 30 November 2010.
Period of Performance
The National Expert will perform his/her work during October - November 2010 (49 working days), namely:
October 2010 - 10 working days - Elaboration of Rules of Procedure of the Competitions for teachers on the best lesson on gender issues;
October-November - 35 working days - Conducting of the Competitions for teachers on best lesson on gender issues in all regions of Ukraine;
November 2010 - 2 working days - Preparation and holding of the final event of the contest;
November 2010 - 2 working days - Elaboration and presentation of the final report.
TOTAL: 49 working days

Implementation Arrangements
Throughout the assignment the National Expert will work in close collaboration with the EOWR staff, representatives of UNDP/Ukraine, the Ministry of Education and Science, the Ministry for Family, Youth and Sports and Oblast State Administrations. The National Expert will report on his/her work to the EOWR Programme in Kyiv, Ukraine (Larysa Kobelyanska and Igor Gutsulyak).
The National Expert is expected to do the following administrative arrangements for the successful implementation of the subject assignment:
  • to arrange his/her working space, computer and access to the internet needed for the for the subject assignment;
  • to travel with his/her own laptop;
  • to arrange travel, logistics and accommodation needed for the assignment on his/her own.
The National Expert will be compensated for the service provided in accordance with the Payment Schedules (below).

Payment Schedule
The lump sum payment (100%) will be made upon completion of all the tasks in accordance with the List of Deliverables of the respective Terms of Reference. The Certification of satisfactory performance of work will be prepared to initiate the payment. The National Expert must submit the narrative (final) report as stated in section “Deliverables”.

Competencies

  • Profound knowledge and competence in UN system approach to gender and human development;
  • Adherence to UN principles;
  • Experience in conducting of contests for teachers at all-Ukrainian level;
  • Experience in participation in international gender conferences, assemblies and adequate skills for gender researches will be an asset; 
  • Experience in cooperation with governmental structures, international agencies, NGOs; 
  • Previous experience in co-operation with UNDP and experience in elaborating curricula and manuals in Ukraine will be an asset; 
  • Proven track record and experience in gender-related work;
  • Strong support of gender equality.

Required Skills and Experience

  • Specialist’s or Master’s degree in the field of education, pedagogy;
  • A minimum of 5 years of professional work experience in the sphere of education;
  • At least 3 years of specific experience in gender analysis and training;
  • Excellent lecture and trainer skills; 
  • Working level of English; 
  • Excellent knowledge of Ukrainian and Russian;
  • Excellent writing and presentation skills;
  • Microsoft Office proficiency.

Selection Procedure
The applications are evaluated on the basis of responsiveness of qualifications and technical expertise to the Terms of Reference (TOR). Namely:
  • Educational background (5 – Specialist’s or Master’s degree in education, pedagogy; 10 – PhD degree in education, pedagogy) – 10 points;
  • Relevance of the experience and technical expertise in the sphere of education (20 –5-7 years; 30 – 8-10 years; 40 –11+ years) – 40 points;
  • Specific experience in gender analysis and training (10 – 3-5 years; 15 – 6-8 years; 20 –9 + years) – 20 points;
  • Language Skills (5 –Ukrainian/Russian; 10- English and Ukrainian/Russian) – 10 points;
  • Relevant experience with governmental structures, NGOs, UNDP, other international agencies (5 – one of the listed; 10 – two of the listed; 15 – three of the listed; 20 – all of the listed) – 20 points;
Total Score 100 points.

The award will be based on the highest qualified candidate (candidate obtaining highest score).The applicant who received the highest technical score will be contacted for further contract negotiations.
