Background

UNIFEM is the lead agency on Gender Equality in the UN system, raising awareness, and encouraging agencies to jointly programme based on their areas of comparative advantage. UNIFEM is consolidating and expanding its work and programmes in Papua New Guinea (PNG), an advanced UN 'Delivering as One-DAO' self-starter country.
The DaO agenda in PNG presents a unique opportunity for UNIFEM in PNG to lead the UN system in advancing the gender equality agenda where PNG ranks very low in all global indicators in advancing gender equality and elimination of violence against women.

The need to strengthen UNIFEM's positioning and capacities in PNG is extremely important given the momentum that gender equality issues are gaining in the country's political landscape, such as the ongoing discussions and initiatives on the declaration of 22 reserved seats for women candidates at the National Parliament, and the efforts to mobilize political action to end the alarming prevalence and severity of Sexual and Gender Based Violence.

The recent expansion of UNIFEM programmes and team in PNG has accentuated the need to build synergies and achieve enhanced coordination among the various UNIFEM programmes mainly through the development of a UNIFEM country strategy for PNG in line with priorities set by UNIFEM's Sub-regional Strategy for the Pacific (2008-2013).

UNIFEM will demonstrate its support to PNG as part of the DAO mechanisms and processes through the recruitment of an international Country Programme Manager to represent UNIFEM on the UN Country Team and all relevant DAO mechanisms and processes; to develop, manage and provide strategic guidance to UNIFEM programmes; and to contribute quality technical assistance to support the Government of Papua New Guinea to implement its national commitments to gender equality. 

Duties and Responsibilities

The UNIFEM Country Programme Manager in PNG will work under the supervision of UNIFEM Pacific Regional Programme Director and in close collaboration with the UN Resident Coordinator and UN Country Team in PNG. Specific duties include:

A. UNIFEM high-level representation and technical input in DaO related mechanisms and processes:

  • Represent UNIFEM in the UN Country Team and in inter-agency high-level discussions and mechanisms linked to the implementation of the 'Delivering as One' agenda in PNG, including on strategic issues such as resource allocations through the UN Country Fund, the UNCP Mid-Term Review and strengthening UN's internal capacities to deliver successfully against its commitment to support the implementation of national gender equality policies and priorities.
  • Support the UNCT to enhance gender mainstreaming and internal UN coordination on gender equality issues under the UN Country Programme 2008-2012. This includes: (a) ensuring that gender perspectives are well mainstreamed and adequately resourced under the UN Country Programme and the joint programmes of the various UN Task Teams; (b) providing strategic guidance on capacity development across the UN system in gender mainstreaming in order to increase quality and effectiveness of UN programming on gender equality issues.
  • Provide high quality technical support to the development and implementation of activities by the UN Gender Task Team, including UN Joint Programming on gender equality and women's empowerment issues ensuring throughout, the full engagement of relevant national partners in government and civil society; support resource mobilization efforts for programming on gender equality and women's under the UN Country Fund in PNG and in close collaboration with other members of the Gender Task Team.
  • Represent UNIFEM at high level country meetings and fora of Government of PNG and development partners, including the Development Partners Roundtable, the GoPNG-Development Partners' Forum on Gender Equality and the Technical Working Groups on Women in Leadership, Gender, Violence and Vulnerability and Women's Economic Empowerment.
  • Provide technical input in policy dialogue between the Government of PNG, the UN system, and development partners on aid coordination with a view to increasing the visibility of gender equality issues in relevant discussions and influencing development partners' programming and financing for gender equality.
  • Carry out advocacy to maximize UN support towards the realization of national plans and priorities, including the implementation of the 2010-2015 National Gender Policy and sector policies and plans on gender equality in line with international and national commitments to CEDAW, Beijing Platform for Action, the Millennium Development Goals and the Security Council Resolutions 1325 and 1820.

B. UNIFEM strategy development, programme coordination and resource mobilization at country level:

  • Manage UNIFEM programmes and ensure synergies and complementarity among programmes in diverse thematic areas such as: Gender Equality in Political Governance (GEPG); women's rights and CEDAW implementation; combating Gender Based Violence (GBV); strengthening women's access to justice; gender equality in peace building and implementation of the Security Council Resolutions 1325 and 1820; Gender Responsive Budgeting; gender equality and aid effectiveness; gender equality and HIV/AIDS.
  • Lead the formulation of a UNIFEM Country Strategy in PNG in close consultation with national stakeholders and partners and in line with priorities and objectives set in UNIFEM's Sub-regional Strategy for the Pacific (2008-2013) and the UN Country Programme in PNG (2008-2012).
  • Identify and follow up on strategic opportunities at global, regional and country level for resource mobilization for UNIFEM's programming in PNG to support national policy priorities and programmes on gender equality.
  • Lead the discussion with UNIFEM's Sub-regional Office for the Pacific on strategic opportunities for partnerships and new programmes in PNG in line with UNIFEM's mandate and institutional priorities.

C. Managerial Functions:
The UNIFEM Country Programme Manager is accountable for providing strategic guidance to existing and new staff members and ensuring integrity, transparency and equity in the management of UNIFEM resources including:

  • People Management through UN recruitment process, performance and career management of professional and support staff; learning management, establishing learning plans and ensuring staff meeting their professional development needs.
  • Ensure effective use and management of UNIFEM's resources in line with UN rules and regulations, co-ordinate and provide strategic inputs into budget preparation, reporting and monitoring.
  • Knowledge management by ensuring (1) prescriptive content on gender equality is continuously updated and available through UN's website in PNG and UNIFEM's website in the Pacific; (2) Good practices are identified, documented and made available to clients and peers through the website and other communication tools; appropriate and up-to date information and learning tools are available.
  • Reporting to the Regional Programme Director of the Pacific, at least twice a month.

Technical/Functional:

  • Substantive knowledge and understanding of gender equality issues as well as more broadly of human rights and development cooperation, with an emphasis on the provision of coordinated support and management of strategic programmes to advance gender equality.
  • Substantive knowledge and experience with the development of resource mobilization strategies and management for the UN's work in support of gender equality.
  • Experience in results-based and rights-based programming.
  • Experience in programme evaluation and monitoring.
  • In-depth knowledge of UN rules and regulations.

Required Skills and Experience

 Education:

  • Advanced university degree (Master's of equivalent) in International Affairs, Human Rights, Economic and Political Development, Gender Equality or a related discipline.

Experience:

  • A minimum of 10 years of progressively responsible experience of work focused on or strongly involving gender equality at national, regional and/or international levels, of which 5 years minimum are in the field with an international organization.
  • Previous experience with UN inter-agency cooperation desirable.
  •  Previous working experience in the Pacific region an asset.

Languages:

  • Excellent written and spoken English; knowledge of another official UN language an asset.
