I. Organizational Context

Provide support to the USA/707 advocacy and capacity development project – including support in developing capacity in advocacy and animal health communication planning and leadership for government and officials and technical staff; planning, producing, disseminating and implementing multi-media advocacy and community engagement and mobilization modules/materials; planning and implementing locally appropriate advocacy-related activities, and develop networking and advocacy materials as needed at the national and sub-national levels; and developing and disseminating advocacy strategy, networking materials, and advocacy materials

 

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of key functions:

  1. Plan, develop and conduct workshops to develop capacity in advocacy, and communication related to advocacy, for government and officials and technical staff.
  2. Develop (with Regional Advocacy and Communication Coordinator) national advocacy strategy plan in harmony with regional advocacy strategy with dissemination and implementation plans, including drawing up TORs for consultants, overseeing research and findings, development of drafts and final document.
  3. Plan and implement locally appropriate advocacy-related activities, and develop networking and advocacy materials as needed at the national and sub-national levels (including in relation to restructuring of DKI Jakarta market chain). 
  4. Provide inputs to the RAP Advocacy and Communication Coordinator in planning, producing, disseminating and implementing regionally appropriate multi-media advocacy and community engagement and mobilisation materials.
  5. Collaborate with RAP Advocacy and Communication Coordinator in developing and disseminating regional advocacy strategy, networking materials, and advocacy materials.
  6. Plan and conduct national level workshops to develop skills in strategic communication planning and leadership for the prevention and control of HPAI/animal diseases.

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • University Degree or relevant, equivalent experience in development communication, journalism, communication research, or policy advocacy

Experience: 

  • 6 - 8 years professional experience in the broad area of communication and advocacy, including at least 5 years experience in a developing country.
  • Substantial prior experience in working with UN agencies and/or international agencies in large-scale initiatives on policy advocacy, strategic communication, partnership building and social mobilization is highly desirable.
  • Strong and demonstrable experience in collaborative work and direct professional relationships with partners such as WHO, UNICEF, World Bank, OIE and international donor agencies. 
  • Expertise in the design and development of health and development-related messages, as well as substantial experience in working with the media through innovative and creative projects. Thorough understanding of participatory approaches and community-based interventions.
  • Demonstrable experience in the design and delivery of communication training and capacity-building interventions with government counterparts.
