Background


The incumbent works under the overall supervision of the UNAIDS Country Coordinator (UCC) to achieve the roles of the UNAIDS Country Office in developing and strengthening the national monitoring and evaluation system and the M&E initiatives of the Joint UN Team on AIDS

Duties and Responsibilities

Under the direct supervision and the guidance of the Senior M&E Adviser, the incumbent will provide technical support to:

1.    The  10+1 Joint UN Programme of Support states in developing, strengthening and implementing state M&E system including:
a.    Support to the establishment and coordination of the state M&E working group
b.    The development of an annual costed M&E work plan;
c.    The development and operationalization of state HIV information system (CRIS)
d.    A creation of State database on HIV
e.    A state data utilization and M&E communication
f.    State data auditing and data quality assurance mechanism;
g.    Developing and implementing the state plan for capacity building;

2.    Monitor and Evaluate UN Joint Programme

3. The National AIDS Control Agency (NACA) in setting and managing a database for the elaboration of national reports on HIV UNGASS report, Universal Access targets (services coverage),and PMCT card.
•    Other related duties as required by the Senior Monitoring and Evaluation Adviser and the UNAIDS Country Coordinator.

Required Skills and Experience

Education:   
A Master’s degree in social science, or epidemiology, or statistics, demography, public health or a combination of university degrees in related areas with a professional quantitative training and experience.

Experience:   
A minimum of two years experience in the design, development, operational application and evaluation of AIDS programs at country level with experience in implementing functional M&E frameworks based on consolidated analytical inputs. Demonstrated knowledge of and experience working with the UN System. Computer literacy with knowledge of data management and statistical software programs is essential

Language Requirements:   
Fluency in the UN and national language of the duty station.
