Background

Botswana has achieved considerable progress in the environment/natural resources management and
development [paradigm over the past decade and during the NDP 9 plan period. A significant milestone
was the establishment of the Ministry of Environment, wildlife and Tourism in 2002. This has provided
a direct focus on the protection and management of environmental resources for sustainable development.
This was followed by the transformation of the National Conservation Strategy (Coordinating) Agency
into a fully fledged Department of environmental Affairs with cross-cutting mandate to coordinate
environment and development across sectors, in pursuit of sustainable development. These efforts were
augmented by the United Nations support through the Environmental Support Programme. These developments
have created an improved and enabling environment for the governance and sustainable resource management.

During the NDP 10, an Environment and Climate Change component has been design one of five components
of the United Nations Development Assistance Programme (UNDAF). A Component Coordination Group oversees
the planning and implementation of respective components. The various activities that are to be undertaken
during the programme – range from, inter alia, environmental information systems, organizational
structures, environmental legislation, multilateral environmental agreements, integrated water resources
 management, community based natural resources management, and climate change.

Duties and Responsibilities

An Environment and Climate Change Programme Manager is to be engaged to enhance the execution of the
foregoing:

Under the guidance and supervision of the Deputy Permanent Secretary, the Programme Manager is to be
recruited locally, in accordance with the UNDP recruiting procedures and appointed by UNDP to serve as
the full-time advisor and manager of the Environment and Climate Change Programme under UNDAF 2010-16
The position will be located within the Ministry of Environment, Wildlife & Tourism (MEWT) with active
liaison with sectors both within and outside the MEWT. 

This is a full-time position with delegated managerial authority (work planning, financial, procurement)
and adequate flexibility.  The Programme Manager is fully accountable to the Deputy Permanent Secretary
who is the Chairperson of the Environment and Climate Change Component Coordination Group (CCG) of the
GoB-UNPOP.

The Programme Manager will be an experienced manager, with a good understanding of the government system,
environment and development paradigm, a good leader and organizer, with demonstrated capability on e
environmental management and climate change.  He/she will have standing and credibility among colleagues
and the community with whom he/she will need to work. 
 
Duties & Responsibilities:

Under the guidance and supervision of the Deputy Permanent Secretary (DPS),

  • the Programme Manager is responsible for overseeing and coordinating all programme activities undertaken by the lead agencies
    and other stakeholders as part of implementing the Environment and Climate Change component of the UNDAF
    2010-16.
  • He/she has to keep abreast of developments in all aspects of the Environment and Climate Change
    programme and timely informs the various programme stakeholders constituents of ways in which the
    programme could benefit from such developments. By actively interacting with various local, national
    and international stakeholders, the will deliver information on national and local needs for policy
    and capacity development support to the Ministry of Environment Wildlife and Tourism.
  • The Programme
    Manager has the responsibility for the day-to-day programme administration and management including
    financial resources, coordination, monitoring and progress reporting, liaison, etc. Together with the
    DPS he/she has the ultimate responsibility for delivery of the programme administration outputs.

Technical Advice:

  • Advice the programme on key policies, constraints, opportunities and partnerships
  • Advice key national partners and UN agencies on policy and strategy.
  • Advice the Programme Steering Committee on the performance and capacity needs of the programme 
    activities.
  • Identify and mobilize specific technical assistance required for the programme, including
    preparation of Terms of References for consultants and contractors
    Foster and establish technical best-practice links with other UN-funded initiatives and, where
    appropriate, with other regional / global programmes.
  • Review all the technical outputs (e.g. reports etc.) to be generated within the scope of the
    Programme, and improve and/or ensure improvement of such reports in accordance with the
    expectations of the Government of Botswana and relevant UN agencies.
  • Support the DPS in collecting, analyzing and sharing knowledge and information regarding ECC
    activities in Botswana, as well as related international developments.
  • Liaise with other initiatives and stakeholders to share knowledge and enhance coordination with regard to technical programme implementation matters

Programme Management

  • Support the DPS with strategic planning, preparation and implementation of work plans for
    programme outcomes, outputs and activities
  • Support the DPS with coordinating, preparation and implementation of work plans for programme
    outcomes, outputs and activities using the UN NEX modality
  • Support the DPS in the coordination of activities and initiatives, collaboration and networking
    with other major national, global and regional players in the Environment and Climate Change
  • Supervise programme staff and consultants and manage programme resources and assets incl.
    vehicles and office equipment
  • Document and analyze the programme’s effectiveness, summarizing lessons learned, successful
    tools and methodologies and ensuring that the information is shared with all relevant partners.
  • Assist DPS in supervising and coordinating the programme to ensure its results are in accordance
    with the ECC component of the One UN Programme / UNDAF
  • Work closely with all relevant ministries and UN-agencies for successful programme
    implementation
  • Support and cooperate with the conducting of financial audits, an external Mid-Term Review and
    the programme Terminal Evaluation.

  • Track record in advising, managing and coordinating large scale and complex projects related to
    environment and climate change
  • Ability to analyze and present complex and complicated issues, and to generate solutions.
  • Proven record of working in teams and programmes, and defining and achieving targets.
  • Strong interpersonal skills; commitment to team work and to working across disciplines,
    cultures and stakeholders at all levels.
  • Proven capacity to liaise and effectively work with international development agencies and
    government agencies
  • In-depth knowledge of and practical experience in a broad range of Environment and Climate
    Change issues including: environmental policy, natural resource management, water management,
    community based natural resource management, environmental information systems, multilateral
    environmental agreements, and climate change adaptation and mitigation.
  • Strong managerial and financial oversight skills, covering the full programme / project cycle.
  • Project development, partnering and fund raising skills
  • Computer literate
  • ATLAS Certification and/or knowledge of UNDP NEX procedures an asset

Required Skills and Experience

Education:

  • Masters degree in environmental and Developement/ earth sciences, development studies,
    economics or a closely related field

Experience: 

  • At least 10 years experience in environment and climate change, 5 of which had been as a
    manager.

Language Requirements:

  • Proficiency in the English language, spoken and written
