Background

The Darfur Peace Agreement (DPA), signed in May 2006, was hoped could end the conflict which started in 2003.  During the Darfur Abuja Peace talks which were brokered by African Union, UNIFEM successfully supported Darfur women to participate in the 7th round of the peace negotiations.  Working collectively under the title of gender Expert support Team (GEST), prepared "Darfur women priorities" which were later integrated partially in the final DPA.  Consequently, UNIFEM was encouraged by the outcome of the peace agreement followed it by designing a programme on "Protecting and Promoting Women's Role in Peace Building and Recovery". This program will be implemented for 18 months starting on the 1st of July 2007. The program will take place in the three States of Darfur, in West Sudan.  The Programme Specialist for Darfur will be expected to manage and supervise the implementation of this programme by working closely with a UNIFEM team, both in Darfur and Khartoum.

Duties and Responsibilities

Under the overall supervision and guidance of the East and Horn of Africa Regional Programme Director, and working through the direct supervision of the Sudan Programme Director, the Programme Specialist for Darfur will head the Darfur programme on Protecting and Promoting Women's Role in Peace Building and Recovery and other project activities implemented through UNIFEM. The Programme Specialist will manage and coordinate all activities of the programme by:

  • Coordinating, developing, guiding, and supervising all initiatives and activities to facilitate implementation of the Programme;
  • Managing and overseeing the day-to-day activities of the programme, including the development of work plans, preparing reports and programme status, resources used, implementation strategies, and other related reporting matters; 
  • Networking with other organizations to design and promote linkages and partnerships in Darfur; 
  • Analyzing evolving political developments at the national, regional and international levels to guide UNIFEM's efforts in addressing existing gender related problems in Darfur and coordinating the participation and contribution of relevant partners and stakeholders, including UN agencies and programmes, international governmental organizations, non-governmental organizations, private sector, journalists and other related initiatives involved in Darfur gender activities and provide current updates; 
  • Overseeing the design, implementation and coordination of capacity-building programmes aimed at strengthening the ability of women to benefit from the Darfur Peace Agreement and to realize gender equality in Darfur 
  • Contribute to the development of a UNIFEM media strategy on the protection and promotion of women's role in peace building in Darfur; 
  • Facilitate and support the design of an overall M&E system for the program; 
  • Develop and administer various gender analysis tools and techniques to analyze, develop and implement gender equality programs; 
  • Facilitate the design of gender and power analysis for action which are relevant for the overall M&E of the program; 
  • Disseminate lessons learnt between the programme teams and other relevant program stakeholders; 
  • Perform any other duties as required.

  • Knowledge of gender, and other development issues and has the ability to provide senior level advice on diverse issues related to emerging gender related situations in the East and Horn of Africa Region, and Africa;
  • Has strong Project management skills; 
  • Has the abilty to designing programmes to address gender issues in conflict and post-conflict situations and catalyze donor and public participation in the implementation of gender priority activities;
  • Has the ability to develop partnerships for implementation of gender equality issues in conflict and post conflict assessments and the abilty to develop project proposals to donors;
  • Has the ability to work well in a team and in an international organisation with sensitivity to cultural diversity, values the contribution of a wide variety of individuals and has practical skills in diplomacy;
  • Has attention to detail, and displays flexibility;
  • Works in a Participatory management framework, and believes in transparency and accountability and collective responsibility for actions taken; 
  • Has the ability to work under pressure and to use limited time and resources effectively, incorporating risk assessment analysis and applying contingency measures to adjust plans and resources effectively; 
  • Has strong Leadership and supervisory skills and ability to coach, mentor and develop staff;
  • Has strong communication and excellent writing skills.

Required Skills and Experience

  • Advanced University Degree in Social Science, International Relations, Gender Studies, Economics or related field or an undergraduate degree (first degree) in the above fields and seven years of relevant experience.
  • A minimum five years of relevant experience at the regional and international level leading teams in the field of gender equality and women empowerment.
  • Progressively responsible experience involving policy analysis and implementation as well as the development, coordination and promotion of activities in conflict situations.
  • Working knowledge of the structures of the UN especially OCHA, UNHCR, UNDP, UNFPA and solid working knowledge of media works, an advantage.
  • Fluency in English (verbal and written) is required. Working knowledge of Arabic is desirable.
