Background
UNIFEM (part of UN Women) is the women's fund at the United Nations, dedicated to advancing women’s rights and achieving gender equality. UNIFEM (part of UN Women) focuses its activities on one overarching goal: to support the implementation at the national level of existing international commitments to advance gender equality. In support of this goal, UNIFEM (part of UN Women) works in the following thematic areas:
- enhancing women’s economic security and rights,
- ending violence against women,
- reducing the prevalence of HIV and AIDS among women and girls, and
- advancing gender justice in democratic governance in stable and fragile states.
In Indonesia, guided by the UNIFEM (part of UN Women) East and Southeast Asia Sub-regional Strategy 2008-2011 and the forthcoming UNIFEM (part of UN Women) Indonesia Country Strategy 2011-2015, UNIFEM (part of UN Women) will build on its successful initiatives in the protection and promotion of women’s rights guaranteed in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Some of the key focus of UNIFEM’s (part of UN Women) work in the area of Violence Against Women includes:
- Building knowledge and skills within the government and civil society in the implementation of the National Domestic Violence Law;
- Support implementation of the National Action Plan on the Prevention of VAW with multisectoral participation of key stakeholders
- Facilitate and support the strengthening of data collection on prevalence of VAW, including on masculinities and VAW
- Support public awareness raising and social mobilization on VAW, including supporting the SG’s campaign at national level, 16-days of activism.
Duties and Responsibilities
Under the guidance and direct supervision of the UNIFEM (part of UN Women) Indonesia Country Programme Manager (CPM), the National Programme Officer for Violence Against Women is responsible for providing support to the Bureau of Women’s Empowerment in the implementation of the UN joint project “Combating violence against women and girls in Papua Province, Indonesia”.
The National Programme Officer is expected to analyze the situation of violence against women in Papua, provide provide policy advice services on violence against women to the Bureau of Women’s Empowerment and guidance in the management and evaluation of project activities.
In providing support to the joint project, the National Programme Officer will be provided technical advice and guidance from the Country Programme Manager, UNIFEM (part of UN Women) Indonesia and will work closely with Operations staff of the Country Office. S/he works in close collaboration with programme staff in other UN participating agencies, Government officials, Civil Society partners, ensuring successful implementation of the joint project. S/he works as part of the UNIFEM (part of UN Women) Indonesia Country Office team, and also actively engages with colleagues across the region in knowledge sharing and peer support.

Duties and Responsibilities
1. Ensures implementation of joint project focusing on achievement of the following results:
- Thorough analysis and research of the situation of violence against women in Papua and preparation of substantive inputs into joint project implementation, annual workplans.
- Effective application of Result-based Management (RBM) tools, providing guidance to partners on establishment of performance indicators, and monitoring achievement of results.
- Provide support to the implementation of joint project activities and substantive monitoring of the programme activities, including tracking use of financial resources, identification of operational and financial problems, development of solutions.
- Reporting requirements fulfilled in a timely manner focusing on outputs, and outcomes.
2. Ensures provision of top quality advisory services to the government, civil society and other development partners, and facilitation of knowledge building and sharing focusing on the following results:
- Support to development of the Provincial Action Plan on VAW in consultation with government partners, civil society organizations and other strategic partners
- Organization of training for staff of Bureau of Women’s Empowerment on implementation of the Provincial Action Plan
- Provide guidance on the use of data generated from the household survey for policy advocacy.
- Active mobilization of partners in Papua working on VAW as knowledge resources, soliciting advice, good practice information, and reciprocating through contribution of knowledge for UNIFEM (part of UN Women).

Required Skills and Experience
Qualifications Required
Education:
- Indonesian national with Master’s degree or equivalent in Gender and Development, Sociology or any relevant field.
Experience:
- At least 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects.
- Experience in the use of computers and office software packages and handling of web based management systems.
- A good understanding of violence against women and practical experience in programme and policy development in this field would be an advantage.
- Good knowledge of policies and programmes and the architecture of the government to advance gender equality.
- Familiarity of civil society organizations and networks in Papua working on elimination of violence against women.
- Familiarity with the UN and its coordination mechanism would be an advantage.
Language:
- Good written and communication skills in English and fluency in Bahasa Indonesia.
