Background

In February 2008, the UN Secretary-General (SG) Ban Ki-Moon launched his global campaign: "Unite to End Violence against Women". The campaign calls upon governments, civil society, the private sector, the media and the United Nations System itself to work together to end violence against women and girls. The SG's multi-year campaign will run from 2008 to 2015, the key year for achieving the Millennium Development Goals.
 
 The Africa UNiTE Campaign is the Regional component of the UN SG's campaign with an overall objective of mobilizing and supporting governments in fulfilling their commitment to ending violence against women and girls, through mobilization of a wide range of key actors; and to empower women and their communities in stopping gender-based violence and demanding accountability. Africa UNiTE's ultimate goal is to reduce the prevalence of violence against women and girls, and to create a favourable and supportive environment for governments, in partnership with civil society and experts, to fulfill existing policy commitments. The Africa-UNiTE campaign was launched in January 2010 in Addis Ababa during the African Union Heads of State Summit.
 
A Regional Steering Committee provides the overall guidance and advice (policy and political) for the campaign and ensures the alignment of objectives and outcomes of the Secretary-General's campaign at all levels. The committee comprises the Africa Union, UNECA, African Development Bank, UN Women, UNFPA, UNDP, one representative each from the Africa Regional Economic Commissions, CSO representation from GenderLinks, WILDAF, SOAWR and Alliance for Arab Women; and two donor representatives (Sweden and Denmark).   The committee is chaired by the African Union Commission.
 
To date, UN WomenUN-WOMEN has been coordinating and providing secretariat support to the campaign process. To further guarantee coordination, coherence and substantive implementation of the campaign, the Regional Steering Committee recommended the establishment of the Campaign Secretariat in Addis Ababa. It is against this background that UN Women seeks to recruit a Campaign Manager to oversee the campaign roll out process and ensure successful delivery of intended objectives. 

Duties and Responsibilities

Under the supervision of the  UN Women UN-Women Representative to the Africa Union& UNECA in Addis Ababa, and close guidance from the Chief of Africa Division the Campaign Manager will have the following functions:
 
Summary of Key Functions:
  • Development and implementation of effective regional strategies and operational plans for rolling out and sustaining the campaign
  • Strategic representation and coordination
  • Knowledge management

As the team leader of the campaign in Africa, ensures development and implementation of effective regional strategies and operational plans for rolling out and sustaining the campaign with a focus on achieving the following results: 
  • Clearly defined short-term strategies to unfold the campaign at the regional and national levels in Africa
  • Substantive inputs to national/international fora to help shape regional strategies on campaigning to EVAW
  • Guidelines/tools on how to implement the campaign by UN Country Teams
  • Effective implementation and monitoring of the campaign activities at the regional level, while maintaining good communication with the SG's UNiTE Campaign at the Global level
  • Guide and support the work of the inter agency task force, as well as campaign team, while also interacting with the UN Regional Directors Team
Ensures strategic representation and coordination of interagency processes to support the campaign with a focus on achieving the following results:
  • Strengthening of the interagency taskforce coordinating the campaign
  • Secretariat support for the convening of the Regional Steering Committee and interagency taskforce
  • Regular and timely briefs and advice to the Regional Steering Committee and other relevant   interagency groups
Effective information flow between the members of the campaign task force
  • and the different actors/ organization (regional, national and local authorities, civil society and faith-based organizations) involved in the Africa UNiTE campaign
  • Ensure maximum synergies with the other regions and the overall global SG's UNiTE Campaign
  • Represent UN Women at regional and international high level meetings related to Africa UNiTE and the SG's UNiTE Campaign
Knowledge management including the documentation and dissemination of innovative ideas and good practices between the different levels of the campaign with a focus on achieving the following results: 
  • Identification of sources of information related to policy-driven issues on EVAW
  • Identification and synthesis of best practices and lessons learnt directly linked to the Africa UNiTE Campaign's outcomes
  • Establish and disseminate a master calendar of Africa UNiTE events regionally and globally
  • Sound contributions to regional and global knowledge networks, media and communities of practice
  • Ensure linkages of the campaign with other initiatives for ending VAW such as the UN Trust Fund for Ending VAW and the UN WOMEN's Say NO - UNiTE to end violence against women initiative
Design and implement a resource mobilization strategy focusing on the achievement of the following results:
  • Design a fundraising strategy for the campaign
  • Identify and follow-up on strategic opportunities for resource mobilization for implementation of Africa UNiTE campaign
  • Engage with potential donors to mobilize resources for the Africa UNiTE campaign while leading funding-related missions
  • Explore innovative partners like the private sector, individual persons interested in providing in kind, material or financial resources for the campaign
  • Manage the financial resources related to the campaign budget
Ensure strategic and effective communications and advocacy for the campaign with a focus on achieving the following results:
  • Supervise the development and implementation of a communications strategy for the campaign
  • Ensure optimal information-sharing and collaboration with the various coordination and oversight mechanisms
Management of the Campaign Secretariat operations with a focus on achieving the following results:
  •  Identify human resource needs and direct the development and implementation of the human resource strategy for the campaign
  • Regularly monitor the Campaign delivery, and ensure delivery of resources in line with donor agreements and/or the campaign programme document
  • Carry out other duties assigned by the UN Women Representative to the Africa Union and UNECA 
Impact of Results:

Required Skills and Experience

Education:
  • Master's Degree in political or Social Science, International relations, law or related field
 Experience:
  • 10 years of active participation and leadership in a position with gender-related development programmes, including 5 years of working internationally on women's human rights in Africa
  • Previous experience in campaign management, communication, and coordination
  • Experience in work on ending Violence against Women
  • Previous experience working with UN and intergovernmental bodies
Language Requirements:
  • Fluency in both written and spoken English.
  • Working knowledge of French is a requirement
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
