Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia.  We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders.  We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia.  Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Indonesia is vulnerable to a high level of seismic activity with added risks of tsunamis. The country has more earthquakes per year than any other country; more than 500 volcanoes, 128 of which are considered to be active; susceptible to drought caused by a strong correlation with the El Nino/La Nina (ENSO) phenomenon. Added to this is the fact that there are over 5,000 rivers, 30% of which pass through high-density population centers and regularly cause floods - the most commonly recurring natural hazard in Indonesia. These conditions have made Indonesia one of the most disaster prone countries in the world.

In response to these challenges, as well as to provide continued response to post conflict needs, UNDP Indonesia established in 2001 the Crisis Prevention and Recovery Unit.  The unit is supporting programme initiatives through three programme clusters of Disaster Risk Reduction, Recovery, and Conflict Prevention. The DRR Cluster within the unit is responsible to manage projects supporting the Government of Indonesia at the national and sub-national level in reducing the risk of naturally induced disasters.  Currently  The DRR  cluster manages a number of  disaster risk reduction projects namely the Safer Communities through Disaster Risk Reduction (SC-DRR) in development programme; the “Making Aceh Safer through Disaster Risk Reduction (DRR-A)”; and the UN Joint Strategic Programme on Disaster Risk Reduction (UN-JSP).

Under the guidance and direct supervision of Programme Manager, the Programme Officer coordinate provision of country office support services for projects under his/her portfolio while ensuring quality of project outputs are delivered – in line with the agreed result country programme and in compliance with GoI and UNDP procedure.

The Programme Officer supervise and lead programme support staff and works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.

The functions/duties/ key results of this job description are generic and should be adapted according to practice area specialization.


1.  Ensures implementation of  programme strategies focusing on achievement of the following results:
  • Monitoring project trends, including delivery of projects outputs against usage of project resources
  • Thorough analysis on contribution of project outputs toward achievement of outcome level results within the context of the political, social and economic situation in the country;
  • Regular updates of project management module on atlas and preparation of substantive inputs to regular reporting for CPAP, ROAR, UNDAF and other documents.
2.  Participates in effective management of the CO projects within the cluster assigned  focusing on quality control from formulation to implementation of the projects, achieving the  following results:
  • Design and formulation of some parts of CO projects within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • In collaboration with project teams, ensures regular project board sessions are conducted to review progress against deliverables;
  • Conduct regular project assurance monitoring (IPAR), identification of operational and financial problems, development of solutions;
  • Identify entry points for knowledge generations and knowledge sharing from project experience; and when appropriate, ensure contributions to knowledge networks and communities of practice;
  • Preparation of inputs for project reporting, including donor reporting.
3.  Maintain  partnerships for project implementation with implementing partners   focusing on achievement of the following results:
  • Regular assessment on the implementing partner’s capacity and ensure that capacity development strategy is embedded within the framework of the project implementation;
  • Establish and maintain clear link of communication between Project Management Units in the implementing partner and the country office for provision effective support and assurance;
  • Support and facilitate wider partnership with project stakeholders to encourage coordination and synergies between various actors and  thus ensure more impactful results;
  • Promote stakeholder awareness on project activities and results to support partnership and resource mobilization for future project implementation, replication and up-scaling.
   4.  Provides top quality support services to the nationally implemented projects focusing on achievement of the following results:
  • In collaboration with the project management units, facilitate the development of annual work-plan, including detail plans for procurement, recruitments and other country office support services;
  • Support project management units in identifying the appropriate modalities for acquiring inputs for project activities (e.g. recruitment & procurement modalities);
  • Organize and facilitate training for projects staff as necessary on UNDP operational issues;
  • Professional growth through active learning.
III. Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

V. Recruitment Qualifications

Education:  
 
  • Master’s Degree or equivalent in political or social sciences or related field.
Experience:   
  • Up to 2 years of relevant experience at the national or international level in project management and/or provision of project services. Experience in the use of computers and office software packages and handling of web based management systems.

Language Requirements:   

  • Fluency in the UN and national language of the duty station.
