Background

UNDP Viet Nam seeks an international consultant/expert for the project: on strengthening national capacities to respond to climate change in Viet Nam, by reducing vulnerability and controlling greenhouse gas emissions.  This project is funded by UNDP and jointly implemented by the Ministry Of Natural Resources and Environment (MONRE) and the Ministry of Agriculture and Rural Development (MARD), over the period 2009 -2012.

The project is closely aligned with the implementation of the National Target Programme to Respond to Climate Change (NTP-RCC), especially the task “‘increase awareness and enhance human resources” (Sec. III, point 05). Within this framework, the project focuses on capacity building, policy development, evidence-based research and policy dialogues (the project document can be downloaded from http://www.undp.org.vn/what-we-do/more-projects-summaries/?languageId=1).

Consultant will be selected to provide technical advice on strategic  planning, formulating research plans to provide contribution to policy dialogues under the guidance of the Head of UNDP Sustainable Development Cluster and the National Project Director (NPD). The consultant is also requested to transfer international experience/practices and help with coaching of project staff.

Duties and Responsibilities

The main objective of the Consultant is to provide inputs for project planning, M&E, formulation of research plans / policy-relevant studies that will enable policy dialogues on climate change. More specifically:

Update the project log-frame and overall project planning for the project remaining period 2011 and 2012, and M&E and reporting mechanism, including revision of monitoring indicators, baselines, targets and expected outputs. The emphasis here is to adjust the log frame to recent changes in Vietnam’s climate policy.

Initiate a project CC research framework based on a thorough review of all studies/researches being carried out by national and international stakeholders in Viet Nam, including the WB, UN, ADB, DFID and others.  Three aspects for the CC research framework are: (i) comprehensive impacts assessment; (ii) innovative adaptation options; and (iii) innovative mitigation options.

Develop a set of TORs and tendering documents for at least 4 policy-focused and evidence-base researches on climate change impacts, adaptation and mitigation measures in Viet Nam.  Possible  study areas include:\

  • Assessing the links between the anticipated- and ongoing climate change impacts and development outcomes in Viet Nam. This will help inform policymakers better about how climate change will affect their development targets and support development of a coherent policy framework.
  • Conducting literature review of national and international CC researches and studies to develop a Frame-work for the Vietnam-National Climate Assessment (V-NCA) that will serve as an Inception report for a preparation of the V-NCA.
  • Reviewing and assessing possible climate change mitigation actions in the agricultural sector to provide inputs to the development of a National Appropriate Mitigation Actions (NAMA) in Viet Nam.
  • Reviewing and assessing possible climate change mitigation actions in the energy sector to provide inputs to the development of a NAMA in Viet Nam.

4. Provide contributions/inputs to policy dialogues and to the preparation of policy briefs for UNDP, MONRE, and MARD as required.

5. Review and make comments and necessary editing to ensure quality of these reports/products produced by project and submitted by contracted consultants/ service providers.

Competencies

  • Experience in conducting climate change studies and strategy development / advice is essential. 
  • Be able to adapt to local environment.
  • Relevant work experience in developing countries. Previous work experience in Viet Nam or neighbouring countries will be an asset. 
  • Good project management knowledge. Knowledge of UNDP programming practices is an asset.
  • Strong inter-personal skills; results driven, ability to work under pressure and to meet strict deadlines. Strong communication, networking and team-building skills.
  • Proficiency in both spoken and written English is a must, including excellent writing skills

Required Skills and Experience

Education:

  • Postgraduate degree (MSc. or Ph.D.) in climate change, environmental sciences or a related field.

Experience:

  • At least ten years working experience in the development field with an emphasis on climate change, climate risk management or related issues.
  • Significant engagement in international climate change activities such as exposure to United Nations Framework
  • Convention on Climate Change (UNFCCC) negotiations and Inter-governmental Panel on Climate Change ( IPCC) work processes.

Language:

  • Fluency in written and spoken English.
