Background

Under the overall supervision of the UN Resident Coordinator/UNDP RR and the direct supervision of the Deputy Resident Representative (Programme), the Senior Programme Manager (SPM) will head the Peacebuilding and Recovery Unit within the Programme Division and lead the development and implementation of UNDP’s post-conflict recovery strategy in Nepal. S/he will act as an advisor to Senior Management on all peacebuilding and recovery aspects of the UNDP Country Office (CO) Programme. The SPM will work in close collaboration with other UN Agencies, United Nations Mission in Nepal (UNMIN), Bureau for Crisis Prevention & Recovery (BCPR)/UNDP HQ staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the peacebuilding and recovery components of the UNDP programme.

Duties and Responsibilities

1)  As a member of the CO management team, ensure the strategic direction of UNDP’s Peacebuilding and Recovery Programme through:

  • Thorough analysis of the political situation in the country and collaborative preparation/revision of programme plans.
  • Identification of strategic and innovative programme areas to support the Government of Nepal and United Nations Mission in Nepal (UNMIN) with the implementation of the November 2006 Comprehensive Peace Accord (CPA).
  • Operationalization of the peacebuilding and recovery components of the United Nations Development Assistance Framework/Country Programme Document (UNDAF/CPD) in collaboration with the main partners and other UN Agencies.
  • Analysis and presentation of UNDP peacebuilding and recovery policies and their implementation in the CO.
  • Regular consultation with and reporting to the UNDP Bureau for Crisis Prevention Recovery (BCPR) in New York and Geneva, Regional Centre in Bangkok (RCB) and Colombo on political developments and progress in Country Office (CO) interventions in the area of peacebuilding and recovery.

2)  Ensure the effective management of the Peacebuilding and Recovery Unit and supervision of the Unit staff focusing on quality control of the full cycle of programming from formulation to implementation: 

  • Lead the strategic planning, development and implementation of a new portfolio of peacebuilding and recovery projects to support the implementation of the November 2006 Comprehensive Peace Accord, while ensuring consistency with UNDAF/ CPD.
  • Effective application of Results Based Management (RBM) tools in accordance with the UNDP Result Management Guide governing implementation of UNDP programme.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Effective monitoring and evaluation to measure the impact of the peacebuilding and recovery programme. Constant monitoring and analysis of the programme environment to ensure timely readjustment of the peacebuilding and recovery programme.
  • Work closely with other UNDP Programme Units to ensure linkages and sustainability.

3)  Establish and maintain strategic partnerships and support the resource mobilization focusing on achievement of the following results: 

  • Development and implementation of the partnerships and resources mobilization strategies to achieve peacebuilding and recovery programme outcomes.
  • Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Determination of specific areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Research and analysis on donors, preparation of briefs on possible areas of cooperation.
  • Close collaboration and strategic partnership with BCPR.

4)  Ensure provision of top quality peacebuilding and post-conflict recovery policy advice services to the Government and facilitation of knowledge building and management:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to peacebuilding and recovery programme goals.
  • Development of strategies and policies to address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the programme staff on peacebuilding and recovery issues.
  • Ensure linkages with other UNDP Programme Units for mainstreaming of relevant aspects of the United Nations Security Council Resolution (UNSCR) 1325, which deals with ensuring effective women participation in post conflict and peace process, in programme strategies.

3.  Technical Skills:

  • Proven ability to provide quality political analysis and identify strategic implications for programming.
  • Able to advise on conceptual issues related to peacebuilding and recovery programme management and strategy in complex political context.
  • Capable of designing comprehensive peacebuilding and recovery programmes by providing input in a fast-paced, high-pressured and oftentimes-unstable country environment.
  • Able to monitor and evaluate programmes effectively to determine the next phase of programme management and define the best programme strategy.

Required Skills and Experience

Education:

  • Advanced University Degree in peacebuilding, post-conflict recovery or development-related areas.

Experience:

  • A minimum of 15 years field-based and headquarters experience with progressive responsibilities in post-conflict recovery programming; including at least 5 years programme implementation experience in the field in conflict or post-conflict contexts.

Language Requirements:

  • Fluency in English, knowledge of Nepali a plus.
